Job Purpose

The Property Officer supports the Building Manager in the operational management of delivering Integrated Facilities Management services for HDB Commercial Properties. This role involves day-to-day maintenance coordination, vendor management, tenant relations, and ensuring service standards are met across multiple sites.

Key Responsibilities

Operational Support

  • Support the Building Manager in the operational management of delivering Integrated Facilities Management services for HDB Commercial Properties

  • Assist and support all sites in the day-to-day maintenance and functional operations of the properties

  • Conduct building and equipment inspections to ensure optimal performance

Maintenance Management

  • Ensure preventive maintenance works are carried out according to schedule

  • Manage minor repairs and improvement works across sites

  • Call for quotations and arrange rectification works by term and appointed contractors

  • Set up records and maintenance systems and ensure standardization of systems and processes on site

  • Provide mobile standby to deliver emergency response and support sites in the event of any critical or urgent breakdown

  • Provide additional support to sites to supervise any major repair and addition & alteration (A&A) works

Vendor and Contractor Management

  • Support the site team in vendor performance monitoring and management to ensure contractors perform their services as per agreed KPI

  • Review Permit-to-Work submissions as well as risk assessments for contractor works

  • Verify vendor invoices and ensure submission and documentation are in order

Tenancy and Leasing Support

  • Assist in tenancy, leasing, renovation, finance, and promotion-related matters

  • Follow up on tenancy management matters regarding fit-out works, renovation deposit refunds, reinstatement works, arrears management, and air-conditioning extension billing

Tenant Relations

  • Assist in conducting tenant satisfaction surveys and tenant communications

Special Projects and Events

  • Support yearly Electrical Annual Shutdown activities and events in the building

Qualifications and Experience

Education

  • Diploma in Facilities Management, Building Services, Engineering, or related field

  • Degree qualification is advantageous

Experience

  • Relevant experience in facilities management or building operations

  • Experience with HDB Commercial Properties or similar commercial property environments preferred

  • Familiarity with Integrated Facilities Management (IFM) practices

Technical Skills

  • Knowledge of building systems, preventive maintenance protocols, and safety regulations

  • Understanding of Workplace Safety and Health (WSH) requirements

  • Proficiency in Microsoft Office applications

  • Familiarity with maintenance management systems and record-keeping

Competencies

  • Strong organizational and coordination skills with ability to manage multiple sites

  • Good communication and interpersonal abilities for vendor and tenant interactions

  • Ability to work independently and respond to emergencies outside regular hours

  • Problem-solving mindset with attention to detail

  • Customer service orientation and team collaboration skills

Preferred Qualifications

  • Fire safety manager with an appropriate diploma in the relevant fields such as Real Estate, Building, Project and Facilities Management or equivalent with at least one (1)year of relevant working experience or;

  • In the alternative, possess at least 5 years of management experience in the field of facilities management or;

  • Possesses minimally Certified FM Expert Tier 3 by the Singapore International Facility Management Association
