Analyst will support all aspects of Manpower and Force Structure in support of the U.S. Army Rapid Capabilities and Critical Technologies Office (RCCTO) and its subordinate Project Offices including civilian, military, contractor, and matrix support. Develops and implements the RCCTO manpower to include synchronization with the Program Budget Guidance and the Program Objective Memorandum. Will provide force structure management assistance to subordinate Project Offices. Generate RCCTO input and responses to Total Army Analysis (TAA) taskings. Maintain accountability for military and civilian manpower. Develop and maintain Table of Distribution and Allowances (TDA) including TDA equipment and manning table documents. Reviews and provides input to proposed Concept Plans, Transition Plans and Command Implementation Plans for reorganization and formation of RCCTO and Project Offices.
- Coordinate on Manpower taskings from higher headquarters; serve as primary five-phase manpower requirements model Predictive Resource Staffing Model (PRSM) 2.0
- Develop and maintain accurate manpower models and databases ensuring they align with organizational objectives and comply with established regulations and guidelines.
- Provide analytical support to assess the impact of proposed changes in TDA, POM, and support agreements on manpower requirements and organizational efficiency.
- Generate reports and presentations summarizing manpower analysis findings, offering insights to aid decision-making processes.
- Subject matter expert regarding manpower structure for execution of new missions.
- Conduct performance reviews to assess program effectiveness.
- Identify key performance indicators and monitor progress.
- Validate manpower with workload.
- Prepare Command Plan for entire RCCTO to include preparing necessary Schedule 8 adjustments to the Manpower Program Budget Guidance (PBG) and preparing official TDA.
- Prepare updates to the RCCTO Working TDA (manning document) per fiscal year.
- Prepare/Review needed Concept Plans, Transition Plans and Command Implementation Plans.
- Conduct comprehensive analysis of manpower requirements, focusing on Table of Distribution and Allowances (TDA), Program Objectives Memorandum (POM), and support agreements to ensure optimal allocation of resources.
- Collaborate with stakeholders to gather data and information related to organizational structure, mission objectives, and program goals.
- Lead all efforts for manpower studies.
- Evaluate and interpret TDA documents, POM guidance, and support agreements to identify manpower needs and recommended adjustments as necessary.
- Foster effective communication and collaboration with various departments to address manpower-related challenges and facilitate cross-functional coordination.
- Interface with a diverse group of internal and external stakeholders at all levels within the Army and Department of Defense (DoD).
- Maintain up-to-date employee information for Human Resources Data Base (HRDB); maintain accuracy, generate reports as needed.
- Establish and negotiate Support Agreements with external entities.
- Draft, review, and execute Memorandums of Understanding/Memorandums of Agreements (MOU/MOAs).
- Assist in the preparation of documentation and reports for internal and external stakeholders, ensuring clarity and accuracy.
Required Skills/Experience:
- 10+ years of relevant experience

- Must be a U.S. Citizen
- An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire, and the ability to maintain this level of clearance during their employment.
Education Requirements:
- MA/MS Degree from an accredited university in a related field; (Degree substitutions: Bachelors Degree from an accredited university in a related field + an additional 2 years of experience (total 12); or, HS Diploma + additional 6 years of experience (total 16) may substitute for a MA/MS Degree.)
Desired Skills:
- Experience with Army manpower requirements analysis and the data systems (PRSM, HRDB, FMSWEB) that support the process
- Advanced experience in federal civilian resource management (manpower and force structure)
- Intermediate experience in IPPS-A
- Intermediate to Advanced experience in Sharepoint
