Position Summary


AVP of IT Infrastructure and Network is a senior leadership position responsible for overseeing the strategic planning, implementation, and maintenance of Xcel’s IT and OT infrastructure and network systems. This role ensures that the infrastructure supports the business operations and growth, aligning technology with unique utility business goals to drive efficiency and innovation. Organizational structure of combination of FTE’s, contractors and managed service providers consists of 950 individuals with a 4-year financial responsibility of over $1.0B.

Essential Responsibilities

  • Develop and execute a comprehensive and long-term strategic plan for the IT infrastructure and network that aligns with Xcel’s objectives and industry trends. 
  • Lead the design and implementation of scalable and secure infrastructure, network, and cloud solutions.  
  • Ensure IT infrastructure can support current and future business operational requirements for creating infrastructure, network and cloud platform and capabilities. 
  • Oversee the maintenance, configuration and reliable operation of network servers and systems. 
  • Implement and maintain stringent security measures to protect the organization’s data and IT assets, ensuring compliance with industry regulations and standards. 
  • Ensure the stability, integrity and efficient operation of the IT infrastructure and network services. 
  • Implement proactive monitoring processes to ensure high performance of the existing systems. 
  • Build, lead and cultivate a high-performing team of IT infrastructure and security engineers, fostering a culture of excellence and continuous improvement. 
  • Effectively lead/manage/inspire a cross functional team in the delivery of capital projects, projects, and operations.
  • Effectively deploy resources across programs, projects and operations to ensure optimal utilization and performance. 
  • Develop and manage the budget for the Infrastructure and Network while maintaining high standards of service delivery. 
  • Monitor and control expenditures to align with the Company’s financial objectives. 
  • Identify opportunities for cost savings through efficient resource allocation, vendor negotiations and leveraging new technologies. 
  • Communicate IT strategies, progress and risks to executive leadership and other stakeholders.
  • Manage relationships with external vendors and service providers, ensuring that they deliver high-quality and cost-effective services. 
  • Navigate and stay abreast about industry standards and compliance requirements in a highly regulated environment. 
  • Validate disaster recovery and business continuity plans to ensure the organization can quickly recover from disruptions. 
  • Conduct regular risk assessments and implement mitigation strategies to minimize the impact of potential IT threats and vulnerabilities.

Minimum Requirements

  • Bachelor’s degree in Information Technology, Computer Science, Engineering or related field
  • Minimum of 15 years of experience in IT infrastructure and network management,
  • 10 years of people leadership experience and at least 7 years in a senior/executive leadership role. 
  • Proven success record in the utilities industry or similar field is highly desirable.
  • Extensive knowledge of IT infrastructure & network technologies, including servers, storage, networking, cloud services and ITSM frameworks and tools.

Non-Bargaining

The anticipated starting base pay for this position is: $218,000.00 to $276,000.00 per year
