Job Description
Vice President - Government Affairs - China
Location of role:
Shanghai or Beijing China
Purpose of the role:
This role is responsible for developing and operationalizing government affairs strategy for Brookfield in China, managing government and public affairs to build a good government relationship, and creating a favorable environment that is beneficial to Brookfield’s business development in China.
The primary areas of focus include the Huangpu District, City of Shanghai and relevant Central Government departments in Beijing.
Responsible for:
- Establish and maintain strategic partnerships with relevant government departments/government think-tanks/industry associations/business chambers to develop and improve the government affairs strategy;
- Work closely with related corporate functions and business groups in support of business growth, operation planning and issues management;
- Establish and maintain strong contacts and cooperative relationship with key government stakeholders in the Huangpu district, city of Shanghai and the Central Government, e.g. NDRC, CSRC, NFRA, etc. and support the maintenance of a sound relationship with relevant SOEs;
- Identify and leverage appropriate platforms such as fora/roundtables/seminars organized by government or industry associations to promote Brookfield Asset Management’s corporate reputation among key stakeholders and enhance industry influence and government recognition;
- Support site operations teams on government engagement in various matters, e.g. land use, tax, environment;
- Coordinate and facilitate high level government meetings/visits and executive engagement with government, and act as a representative of Brookfield with local and central government; handle tasks that support stakeholders of the company including but not limited to meeting/visits preparations and arrangements, participation of local government platforms and events, routine one-on-one meetings;
- Coordinate sustainability and ESG initiatives and programs across different business verticals and promote Brookfield ESG best practices to tell a good Brookfield story, enhance branding and build trust with key stakeholders, including but not limited to knowledge sharing and research projects, CSR programs, etc.
- Track and monitor local and central government policies and regulatory changes, and provide briefings and policy consultation to China executives and HQ leaders;
Qualifications, Experience and Skills
Experience
- Proven track record of successful government affairs management, with 12+ years’ experience in government affairs, preferably in relation to financial services;
- Extensive experience in local level government relations;
- Experience working within the Shanghai government and Central Government;
- Commercial experience gained within a Western Multinational is mandatory;
- Strong business acumen. Previous experience of working for B2B industry preferred;
- An expert on Chinese government systems and dynamics with strong existing relationships with Shanghai and Central Government;
- Proven capability to deliver results through a large, multi- functional organization;
- Managerial experience in Western, a highly matrixed and results oriented environment is required;
- Previous experience in a government organization preferred;
Key Competencies & Skills
- Superior communication, both written and spoken coupled with negotiation skills in both English and Chinese is mandatory.
- Excellent presentation skills in Chinese and English;
- In-depth understanding of Chinese government work structure, work flows, policy-making process, policy trends, protocols and etiquette.
- Deep understanding and appreciation of the historical, cultural and political nuances in China.
- Extensive network with government agencies and trade associations.
- Good strategic mindset and holistic and forward-thinking mentality.
- Ability to take prompt actions and maintain flexibility.
- Risk sensitivity and capabilities in crisis and issue management.
- Ability to work across different functions and groups to achieve objectives.
- Strong analytical skills for dealing with complicated issues.
- Highest level of integrity and compliance in working with government and any State Owned Operators and prepared to act in accordance with Brookfield’s robust Code of Conduct at all times.
- Understand the crisis management response and effectively coordinate the handling of any crisis matters.
Qualifications
- Undergraduate and/or Post graduate degree in engineering, business administration, marketing, communications or legal.
- Master’s degree in business, economics, law, public administration or political science is a plus.
