Job Purpose

This role will provide ongoing engineering support to WREF Operations for India locations, responsible for Facilities Services, Capital Projects program management. This will include the development and improvement of processes that support the operational delivery model and interfaces with other GSK functions, service partners and other 3rd party providers.

The role will also be accountable for the overall site operations. A solution orientated mindset with strong client service and relationship management skills. Able to challenge and influence business leaders while maintaining a co-operative and collaborative approach. This involves close collaboration with regional and global teams to maintain standards while meeting stakeholder business expectations.

The overall role is primarily responsible for Technical & Engineering operations with secondary responsibility of Facility operation, Environmental Health and safety, Security, fleet management.

Key Responsibilities: (Include but not limited to.) 

Technical & Engineering Operations

The Local Head of Engineering must be a professionally qualified engineer (a holder of a recognized degree in an engineering discipline and with multiple years’ experience in a related engineering role).  This role:

  • Ensures that the engineering designs, installations and maintenance of site equipment and facilities complies with local legal and regulatory requirements and GSK standards.
  • Ensures that utilities and facilities are operated in compliance with local legal and regulatory requirements and GSK standards.
  • Ensures that equipment, systems, and facilities are in a condition which is safe for continued operation.
  • Performs competency & capability assessments for all contractors providing engineering services to the site.
  • Ensures that persons or organizations carrying out engineering design approval are competent to do so.
  • Escalates significant issues to relevant business unit or global function senior stakeholders.
  • Appoints Technical Authorities for a specific engineering topic through a competency assessment of qualifications, training and experience.  Maintains the Site’s Technical Authority registry.
  • Ensure that adverse events related to the role’s areas of responsibility are investigated, root caused identified and corrective action put in place, through engineering controls, process improvement or escalation to appropriate management for discipline and enforcement.
  • Ensure that Root Cause Analysis is performed when contract requirements or compliance with GSK standards and national legislation associated with mechanical services are not met.
  • Escalate issues where resolution cannot be achieved at site level with available resources. Use formal escalation routes such as RMS and EHS central.
  • Responsible Person will be responsible for areas of Electrical Safety, DSEAR (Dangerous Substances and Explosive Atmospheres) compliance.        
  • Ensure that WREF written standards are appropriate for site delivery –supplement with local guidance where required, and ensure statutory documentation is in place and in use.
  • Manage the closure of gaps identified through the GSK Engineering Standard
  • Ensure that work to resolve gaps are initiated through Site Minor Work and engineering works.
  • Approve SMW and engineering works, with reference to spend against budgets, with risk-based prioritization of electrical and security works.
  • Deliver technical input to capital projects as defined by WREF standard procedures.
  • Execute remediation plans from policy and standards gap assessments. Escalate risks and/or conflicts with local customer’s ways of working. Specifically drive the electrical safety, and DSEAR gap mitigation to closure, reporting regular progress to management
  • Identify and implement improvements, design changes or modifications to automation/mechanical systems, equipment of procedures to support the business in following established change control processes.
  • Conduct site management monitoring tasks and site GEMBAs to ensure service partner and 3rd party contractor works are being carried out in compliance with national, local, and GSK standards.
  • Manage improvement programs generated by various sources:  Audit findings, CAPA, Engineering/EHS alerts, Preventable Disruptions, Sustainability objectives.
  • Manage risk mitigation plans/actions in the Risk Management Systems to ensure gaps from engineering assessments or with service delivery at sites are brought into acceptable levels (as low as reasonably practical)
  • Ensure compliance to Quality and Environmental Health and Safety (EHS) requirements and ensure that the Engineering activity is a safe place to work and ‘inspection ready’ at all times.  Will gain expertise in one or more of these High Severity Risk statutory systems such as:

  • Asbestos containing materials
  • Building life safety systems
  • Pressure Systems (steam boilers)
  • High voltage electrical
  • Hazardous utility systems
  • Stored bulk liquid & gas
  • Cooling Towers & domestic water systems (legionella)
  • Fixed & mobile lifting systems
  • Construction / demolition works
  • Hazardous waste management

Site Operations Management

  • Support and coordinate service partner like Hard services, Security etc. to achieve desired results.
  • Recommend continuous quality improvement practices and implement Industry best practices.
  • Review existing operations regularly to reduce costs and improve operational standards.
  • Responsible for maintaining and reviewing SOP’s.
  • Plan and manage all contracts and ensure they are delivered as per KPI/SLA's, T&C's etc.
  • Contribute to building engineering services, digitization, sustainability, and automation initiatives.

Risk & Compliance

  • Ensure a property risk management program including audits is implemented and maintained.
  • Ensure disaster recovering and business continuity plans are supported and maintained as per EHS guidelines.
  • Ensure a risk management program including audits are implemented and maintained.
  • Ensure compliance with building codes, environmental regulations, and safety standards

Environment Health & Safety  

  •  Implement commercial EHS management system at the site location(s) to ensure compliance with local EHS legislation and GSK global EHS standards.
  • Work closely with LOCPOC, WREF EHS and GSK EHS to ensure EHS risk has been identified and mitigated properly.
  • Establish, review and update commercial EHS policies and procedures at the site(s)
  • Develop EHS training programs for the business and Site induction training program.
  • Be responsible to coordinate regular EHS inspection and audit program within commercial offices including sales office(s)
  • Facilitate EHS incidents investigation and responsible for EHS incident reporting to local authority and global EHS reporting system.
  • Liaison with GSK Local, Regional and Global EHS network to learn and benchmark best EHS practice.

Security

  • Responsible to implement/execute the security requirements through Security Third-Parties
  • Coordinating security issues and investigations at site.
  • Coordinate risk assessment and security reviews
  • Crisis Management coordination / BCP – Security and Admin

Stakeholder management

  • Structed and timely governance and meetings with business stakeholders.
  • Proactively engage stakeholders to ensure expectations are managed and met.
  • Communicate effectively with stakeholders, including employees, management, and partners.

Skills, Experience, Qualifications, and knowledge required:

  • 5+ years of experience working in the Engineering field with an Electrical Engineer Degree
  • Minimum Level of Education: The job holder should be qualified to degree level and be able to demonstrate extensive competence in the operational engineering field. 
  • Ability to establish strong working relationships with key external contract partners, to deliver appropriate site hard services in agreement with established contracts.
  • Thorough understanding of statutory legislation responsibilities in a technically complex environment
  • Strategic thinker with the ability to identify and capitalize on opportunities.
  • A people manager with good communication, leadership, and problem-solving skills.
  • Detailed knowledge of all Microsoft Office products, i.e., Word, Excel, Power Point, Smartsheet’s
