Description
 

Position Purpose:

Responsible for long-term development and implementation of CDS capture process/methodology, including the development and implementation of a disciplined set of capture lifecycle processes based on proven best practices. Leads capture planning/development for all CDS bids. Support business development in the Federal, State and Commercial markets and is accountable for assisting in opportunity qualification, long lead time capture planning (solutions/approach, price to win strategies, and pricing/proposal budget) and proposal activities through to and including contract award. Oversees and establishes direction for capture team.

What You'll Do:

Mentors and coaches marketing team for accomplishment of CDS marketing objectives to our customers and prospective markets, meeting timelines for trade show, budget, and promotional materials deliverables. Provides guidance and leadership in staff and resource management, team building, and training to ensure organizational effectiveness.

Support business development leadership in the federal, state, and commercial markets and is accountable for assisting in opportunity qualification, long lead time capture and proposal activities through to and including contract award. Ensures best practices post-submittal proposal activities, both pre-award and post-award are accomplished.

Defines potential wins and develops, maintains a detailed capture plan which includes at a minimum a description and analysis of the opportunity, customer, competition, CDS team, pursuit/win strategy, pricing strategy, and capture resource needs to support an integrated action/contact plan based upon this analysis. Leads win strategy, competitive assessment, and pricing strategy workshops and prepares/completes strategic action plans, and risk assessments. Participates in proposal/orals process to ensure well-written, compliant, and competitive volumes/slides incorporating win themes, discriminators and program insights.

Develops and implements a customer contact/call plan across all levels of customers. Identifies and documents customer's key issues, concerns, and hot buttons through direct customer contact leveraging Business Development and Program Area resources.

Establish a disciplined set of capture lifecycle processes which include management reviews and decision gates appropriate to the opportunity and ensures effective and efficient implementation of proven best practices for activities such as strategy workshops/reviews, proposal planning, proposal development/reviews, and proposal production.

Responsible for identifying and managing a competitive team and coordinating the integration of subject matter experts and functions such as technical resources, contracts, pricing, procurement, finance, etc. required to position the team and maximize probability of win. Prepares capture team staffing plan and coordinates to ensure resources are effectively planned and deployed. Ensures timely selection and participation of key personnel in pursuit process for program implementation and management.

To Qualify for This Position, You'll Need:

Required Education:

Bachelor's.

Required Work Experience:

5 years of experience in business development, sales, marketing, and/or capture experience, effectively positioning IT solutions to government and commercial entities or other related support and services.

Required Skills and Abilities:

Knowledge of marketing and/or consultative sales principles, techniques, and the healthcare IT marketplace.

Strong written and oral communication as demonstrated effective presentations to executive decision makers.

Strong analytical and critical thinking capabilities.

Proven ability to organize and manage multiple priorities.

Ability to work independently, prioritize effectively, and make sound decisions to ensure targeted new business is awarded to company.  

Ability to persuade, negotiate and influence others.

Ability to negotiate subcontracting/partner agreements.

Required Software and Other Tools:

Microsoft Office.

Capture management/research tools (GovWin, eBuy, FedBiz, etc.)

We Prefer That You Have:

Preferred Work Experience:

Experience in one or more of the following: Business Process Outsourcing (BPO) services and technology to include hosting, managed services, cloud; workflow management and records management solutions, or core administrative (claims) processing systems or platforms.

Preferred Skills and Abilities:

Demonstrated success in consultative, complex solutions selling environment.

Knowledge of the healthcare industry, including commercial health plans, Medicare, Medicaid, and government healthcare programs. Understanding of government procurement processes and federal acquisition regulations (e.g., FAR).

Demonstrated success in marketing and/or selling BPO offerings, service, and technologies in a consultative selling cycle to government and commercial customers. 

Understanding of healthcare and healthcare-related industry trends, direction, and market opportunities
