The Health and Civil Sector of Leidos is seeking a Lead Subcontracts Management candidate to support our Transportation Solutions Business Area. We are seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. Under limited supervision, the Lead Subcontracts Management specialist is responsible for activities that span the entire procurement cycle, including but not limited to: sourcing, negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals including price analysis, negotiation of terms and conditions, subcontract negotiation and administration, subcontractor development, subcontractor concern or performance resolution and reporting, subcontractor diversity and cost management, customer and subcontractor relationship management, contract customer-requirement compliance, contract regulatory compliance, DFAR Business System (Property and MMAS) compliance, international and export compliance, contract risk management, and closeout activities. Subcontracts supported by this position will primarily be in support of international and federal programs, as well as some commercial programs.

In this position, the Lead Subcontracts Management specialist is an integral part of the program team who

utilizes expert knowledge of and ability to apply advanced principles, and concepts while remaining responsible for developing, negotiating, and administering subcontract agreements and acquisition aspects in new business proposals of moderate to high dollar value, risk, creativity, and complexity. The Lead Subcontracts Management specialist achieves day-to-day objectives with major impact on areas of responsibility. Problems addressed by this position typically involve multiple issues, areas or specialties requiring cross-functional and stakeholder collaboration as well as significant improvements in programs, processes, and solutions to enhance results. Responsible for entire projects or processes spanning multiple professional areas. Typically responsible for coaching, reviewing and delegating work to lower level professionals.

The Lead Subcontracts Management specialist is responsible for governance, organizational development and execution of the functions associated with the proposal, administration, compliance and risk management of all customer and subcontractor contracts across the company. Typical duties include: customer and subcontractor contract negotiation, administration and close-out; subcontractor development, sourcing, and subcontractor diversity and cost management; customer and subcontractor relationship management; contract customer-requirement compliance, contract regulatory compliance, DFAR Business System (Property and MMAS) compliance, international and export compliance and contract risk management.

Primary Responsibilities

  • Negotiates NDA’s and Teaming Agreements
  • Creates moderate to complex RFP solicitations in accordance with Government and Leidos requirements.
  • Evaluates supplier proposal responses.
  • Conducts price and cost analysis.
  • Negotiates pricing and terms/conditions with subcontractors.
  • Administers subcontracts of various types and complexity.
  • Primarily supports federal programs as well as some commercial and state/local government programs.
  • Identifies and resolves moderate issues and problems on assigned subcontracts and make recommendations to management.
  • Performs subcontract close-out activities.
  • Analyzes risks and identifies risk mitigations
  • Acts as primary interface between subcontractors and the programs being supported for all subcontracts related issues.
  • Regularly interacts with program management, contracts, project control, finance, business development and with customers as required.
  • Must have the interpersonal skills to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and work issues to resolution.
  • Engaged and active member supporting proposal efforts

Basic Qualifications

  • Typically requires a BA degree and 8 – 12 years of prior relevant experience or a Masters degree with 6 – 10 years of prior relevant experience.
  • Must be US Citizen.
  • Experience negotiating terms and conditions
  • Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers.
  • Strong organizational, written and oral communication skills.
  • Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.
  • Ability to multi-task and work in a fast-paced environment.
  • In depth knowledge of the FAR and DFAR.
  • Proficiency in word processing, electronic spreadsheet, analysis techniques, and workstation tools.
  • Attention to detail and problem-solving skills, strong time management skills and the ability to prioritize work.

Preferred Qualifications

  • Working experience with automated purchasing systems (preferably CostPoint, Deltek, or iValua)
  • Team oriented attitude to volunteer and help others when needed due to work surges
  • Demonstrated ability to build internal cross functional relationships

Ability to develop and contribute to the execution of strategies and tactical plans to achieve program objectives

Pay Range:

Pay Range $87,100.00 - $157,450.00
