Northrop Grumman Mission Systems’ (NGMS) Microelectronic Center (NGMC) has an immediate opening for a Manager, Programs Level 3 (PM3) position in the Manufacturing, Sciences & Technologies (MS&T) Operating Unit (OU) located at our Redondo Beach CA, Linthicum MD, Roy UT or Rolling Meadows sites, position requiring travel to Northrop Grumman facilities, customer, and supplier sites as needed.  The MS&T OU leads the strategy, capture, and execution of next-generation microelectronics programs for future defense systems. These programs can be focused on enhancing manufacturing readiness as well as transitioning low-TRL technologies towards a base manufacturing capability.  We focus on development, prototyping, maturation, and scaling of advanced microelectronics technologies to meet the needs of our sectors and their operating divisions. 

This position reports directly to the MS&T Operating Unit Director and will be responsible for the overall capture and execution of programs in this technology field, coordinating with existing teams at Northrop Grumman. The selected candidate will be responsible for working closely with Chief Architects, NG Fellows, and Subject Matter Experts across NG’s sector/divisions to understand their microelectronics technology development needs & gaps to shape, capture, and lead the execution of microelectronics technology development and maturation programs through NGMC. The selected candidate will oversee and guide MS&T level 2 program managers to drive the centers objectives to capture and execute on strategic microelectronics programs in the pipeline.   

What You'll Get to Do:

The MST PM3 will be expected to engage across functional areas to partner with programs within the NG Microelectronics Center and contribute to their joint success transitioning new manufacturing technologies and sciences into successful missions.  Primary responsibilities include, but are not limited to:

  • Working with capture teams to drive successful capture activities, ensuring alignment with ongoing program activities, goals, and strategies.

  • Leading a team towards successful program milestones through resource management, prioritization, continual customer engagement and team support.  Providing continual balancing of tactical and strategic goals – both technical and financial.

  • Consistently making time to seek and incorporate input from customers and understand their expectations. Demonstrating commitment and energy to meet customer needs and develop key messaging for customer engagements. Building strong relationships with strategic partners and key suppliers. Guiding program team and support functions on how to take action to satisfy customer expectations.

  • Working closely with the programs to understand the long-term Risks and Opportunities for the deployment of maturing technologies.  Coordinating risk mitigation and opportunity enhancement strategies.

  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.

  • Routinely evaluating the alignment of programs and potential system architectures to the customer strategies and business development efforts.

Basic Qualifications:

  • Bachelor’s Degree and 8+ years of relevant experience, Master’s Degree and 6+ years of relevant experience, or a PhD and 4+ year of relevant experience supporting U.S. Government contracts and customers and/or project management in other industries.
  • Possesses knowledge and understanding of microelectronics design, fabrication, and testing for component, subsystems, and system level applications.
  • Demonstrated experience with capture, negotiations and management of government contract programs.
  • Demonstrated success leading teams/and or organizations to achieve a common goal.
  • Must possess strong organization and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors.
  • Ability to travel domestically as required.
  • U.S. citizenship.
  • Ability to obtain and maintain a U.S. DoD Secret Clearance and qualify for access to Special Access Programs (SAPs) after starting with the ability to occasionally travel on-site to work in classified areas.

 

Preferred Qualifications:

  • Active U.S. DoD Secret or Top Secret clearance.
  • Master’s or Ph.D. degree in science and technology.
  • Strong technical background in the research, development, and manufacturing of microelectronics technologies.
  • Experience interfacing with U.S. Government customers funding advanced microelectronics, including S&T (Science and Technology) and Acquisition customers.
  • Detailed knowledge of those customers' planning, program creation, and program management processes.
  • Experience leading microelectronics system, technology, development or production programs, operations management.  
  • Prior experience with Earned Value Management (EVM) and MS Project.
  • Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).

Salary Range: $156,000.00 - $271,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
