Job Description
Peterson Holding has an immediate need for an experienced Human Resources Manager at our Hillsboro, OR location.
SUMMARY
The Human Resources Manager acts as a business partner by implementing Company HR strategy and by providing HR guidance, tools and support to their assigned business unit’s management teams, which may be based in California, Oregon or Washington, on a daily basis.
This position represents the overall HR function with the highest level of integrity at all times sharing Peterson’s vision, values, and operating principals. Directs and leads complex local HR strategic planning initiatives and assists in company-wide program areas such as Affirmative Action Plan development and administration, and periodic Employee Opinion Surveys. This position will also assist in negotiating collective bargaining agreements, implementing arbitration decisions, researching and handling grievances, researching arbitration panels and working with the negotiations team as necessary.
Manages employee-relations activities and programs that promote positive labor and employee relations for all Peterson companies. Participates in the development and implementation of company-wide human resources initiatives; supports implementation of policies and programs through project coordination, data analysis, cross-functional collaboration, and continuous process improvement. Work involves a high level of decision making, initiative, and independent judgment.
ESSENTIAL JOB FUNCTIONS

Responsible for interpretation, and implementation of policies, procedures, laws, standards and government regulations to employees at all levels of the organization.
Proactively monitor all processes and policies to ensure compliance with all functional state and federal regulations, rules and laws, e.g., EEO, Affirmative Action, etc.
Provide guidance and direction to business units regarding employment related matters and acts as a department liaison regarding various issues for management.
Responsible for coordinating workflow, delegating assignments, handling conflict resolutions, maintaining accurate files and records.
Contribute to the HR team’s business strategy by identifying, prioritizing and building organizational capabilities, behaviors, and process efficiency improvements.
Support management in forecasting and planning through staffing, succession planning and employee development activities.
Review and benchmark internal and external environment to improve HR policies, procedures and initiatives to enhance overall business performance.
Identify and drive communication and cross functional learning to facilitate continuous improvement and cohesiveness.
Understand management and employee opinions and anticipate needs and concerns.
Maintain close contact with other HR team members, and other corporate services departments such as Accounting, Risk, and Information Services to work in synchronization with local and regional needs.
Prepare the company’s response to employment-related litigation or inquiries.
Assists managers with employee-relations activities and programs including but not limited to employee complaints, performance management, corrective action, interpretation of polices, and employee recognition programs.
Administer company compensation policies, conduct and participate in local wage/salary surveys, update job descriptions and assist the Benefits and Compensation Manager with on-going job evaluations.
Review, and approve performance reviews and provide guidance to company managers to ensure consistency between salary increases given and employee’s performance evaluation.
Conduct investigations into claims of harassment or other company-guideline violations.
Researches state and federal employment laws and coordinates appropriate revisions to company’s human resources policies and procedures as needed.
As directed, create and/or revise human resource communications materials such as handbooks and procedures manuals.
Ensures that all employees receive and understand company’s human resources policies and procedures and all updates.
Assist Talent Acquisition team with recruitment and outreach efforts as needed. Assist managers with interviewing and selecting candidates to fill openings.
Conducts stay and exit interviews with employees; communicate findings to management.
Travel required concerning all areas of responsibility.
SUPERVISORY RESPONSIBILITIES
Manager is responsible for the overall direction, coordination, and evaluation of Sr. Human Resources Representative. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and implementing corrective action with employees; addressing complaints and resolving problems. When work deficiencies are identified takes prompt and effective measures to correct areas needing improvement.

Must be able to travel to branch locations through-out assigned area of responsibility sometimes with little advance notice to address an employment issues. Estimated travel is up to 25% of the time.
EDUCATION and/or EXPERIENCE
Bachelor's Degree from a fully accredited college in Business Administration, Human Resources, Management or other closely related field; and four to six years of directly related work experience in a similar role, preferably in a heavy industrial environment with employees covered by a collective bargaining agreement; or an equivalent combination of education and work experience.
CERTIFICATES, LICENSES, REGISTRATIONS
Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) preferred.
