**Work Arrangement/Location Details: This is a hybrid position requiring in-office work three days every week. Ideally, this position will be based in Buffalo, NY but may be in an M&T office in NYC, NY, Wilmington, DE, Bridgeport, CT, Washington, DC, or Baltimore, MD.
Overview:
Responsible for managing all aspects of annual and quarterly certifications and compliance activities related to FDIC Part 370 requirements; FDIC Part 371 requirements and Basel III End Game compliance. Responsible for maintaining the Axiom ControllerView application to ensure the process runs as expected and all gaps and exceptions are remediated to achieve and remain in full compliance on an ongoing basis. Also responsible for any acquired institution's data integration and testing to achieve compliance for FDIC Part 370, FDIC Part 371, and Basel III End Game. Interacts with internal stakeholders, Regulators, and Internal Audit.
Primary Responsibilities:
The primary responsibilities listed below apply to managing processes related to risk reporting, including but not limited to FDIC Part 370, FDIC Part 371 and Basel III End Game:
- Preparation of necessary deliverables to the FDIC in relation to the FDIC 370 annual submission.
- Execution and coordination of annual certification activities for on time compliance.
- Establish and ensure supporting documentation, playbook and detailed procedures are refreshed and current prior to each submission.
- Work with all business units across the enterprise to ensure timely closure of exception requests and monitoring of continuing enhancements.
- Coordinate with all business units to facilitate on going testing of FDIC data and summary reports to ensure ongoing compliance.
- Prepare and deliver effective presentations to senior and executive management on the status of FDIC exception requests’ remediations and independent view of associated risk management.
- Final review and challenge of business line data and documentation for the COO’s annual(periodic) attestation process.
- Ensure quarterly compliance through analysis of FDIC output files and deliverables through reconciliation with other financial and regulatory reports
- Facilitate LOBs perform analysis of respective summary reports and output files to achieve quarterly compliance
- Ensure compliance through review of all aspects of FDIC Part 370 governance activities
- Define strategic standards around data governance and management.
- Serve as an escalation point for resolving high priority data issues.
- Implement the suite of standardized governance tools including policies, procedures, business requirements documents, data lineage formats, data definition formats, etc. for use by all key stakeholders.
- Employ technical expertise and analytic acumen to provide high quality deliverables in a fast- paced risk management environment
- Escalate and facilitate resolution of all critical issues
- Manage a team of senior and junior analysts and provide leadership and guidance to achieve and maintain compliance to FDIC requirements
- Develop bench strength through employee development and targeted training
- Coordinate with Data/Technology and internal stakeholders to integrate acquired institution’s data with M&T Technology infrastructure to achieve compliance for the whole bank
- Create, manage, and facilitate risk data policy governance processes to identify and understand the critical data issues in terms of business impact/risk/opportunity and ensure data policy enforcement and compliance.
- Ensure integration of data quality methodologies when developing or designing new data attributes to meet regulatory requirements.
- Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations.
- Adhere to applicable compliance/operational risk controls in accordance with Company or regulatory standards and policies.
- Promote an environment that supports diversity and reflects the M&T Bank brand.
- Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
- Complete other related duties as assigned.
Scope of Responsibilities:
This position will interact with various lines of business, Technology, Banking Services and Finance to ensure compliance with FDIC and other regulatory requirements.
Managerial/Supervisory Responsibilities:
Manage a team of 3-6 analysts
Education and Experience Required:
- Bachelor’s degree in relevant discipline (e.g., Finance, Accounting or Economics) AND a minimum of nine years’ experience including a minimum of four years' experience in the finance industry with 3 years management experience, OR in lieu of degree, a combined 13 years work experience and/or higher education with a minimum of four years' experience in the finance industry with 3 years management experience.
- Strong knowledge of financial principles AND regulatory & compliance agencies/issues related to the banking industry.
- Three years of management experience.
- Experience leading cross functional project teams, ability to work across all divisions and project management
- Strong written presentation skills, personal computers, and MS Office Suite
Education and Experience Preferred:
- Experience with FDIC Part 370 and Part 371 requirements
- Experience with Basel III, Regulatory Capital and/or Risk-Weighted Assets
- Experience using Axiom Controller View
