WHAT YOU NEED TO KNOW
Manage the implementation of the disaster services program in an assigned geographic territory based on the regional configuration. Lead and manage a team of local Disaster Program Managers and Supervisors responsible for the implementation of disaster preparedness, response, and recovery programs in the local area. Plan, direct, and implement department, service or program overall strategic goals and objectives. Ensure the development of Disaster leadership volunteers in each of the program support functional areas of the disaster cycle in order to meet the needs of the territory, region, state and division. Responsible for local preparation, response and recovery management as well as management of government partnerships with assigned territory. Drivers for this work include the number of municipalities within its coverage area, the amount and complexity of program activity, presence of significant grant funding, geography, risk, population, frequency of events, and regional structure. Provide support, development and/or leadership guidance to all volunteers.
Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations.
Volunteers are our primary workforce and are empowered and engaged to lead and deliver the Red Cross mission. Regional employees are responders by exception. We mobilize and engage local communities to deliver services. Program Managers manage programs and develop volunteer capacity to deliver our mission. We align with Swarm Leadership Principles.
WHERE YOUR CAREER IS A FORCE GOOD
1: Implement strategies, initiatives, processes and procedures that support the successful day-to-day and major disaster, relief and recovery operations. Manage disaster services program goals, objectives, policies, and procedures in a territory in alignment with established metrics. Support consistent service delivery strategies and plans. Evaluate and report on the capacity and effectiveness of programs and services. Prepare recommendations for continuous improvement.
2: Lead and manage a primarily volunteer team responsible for the implementation of disaster preparedness, response, and recovery programs in the local area. Ensure the development of Disaster leadership volunteers in each of the program support functional areas of the disaster cycle in order to meet the needs of the territory, region, state and division. Hire, train, coach, counsel, and evaluate performance of direct reports and volunteers.
3: Act in a facilitative leader role across the disaster cycle. Align with government and work to enable the entire community to participate in all phases of the disaster cycle by shifting from being not only a provider of direct services but also a facilitative leader. Within scope of position, represent the entire disaster cycle of preparedness, response and recovery.
4: Develop and cultivate professional relationships with key internal & external partners/organizations. Serve as the Red Cross thought leader on a local level with government and other agencies and organizations involved in disaster. Ensure interface with community leaders, corporations, businesses and government agencies. Participate in local planning, exercises, and training, to include exercises called by local partners (VOADs, EMAs and LEPCs).
5: Mobilize the local community to prepare for, respond to and recover from emergencies. Meet the needs and expectations of clients and stakeholders. Develop human and material resources (volunteers, partners, community agencies, shelter and vendor agreements etc.) to ensure the full cycle of disaster services is delivered.
6: Execute a comprehensive district response when required. Manage local responses by the deployment volunteers on a daily basis in a rapid and accessible manner. Serve during times of disaster as the operational leadership for the territory/local level. Participate in a leadership role on larger operations regionally, division or nationwide.
7: Ensure that American Red Cross services are available to diverse communities.
8: Program Administration: Integrate program administration and management into all core activities. Plan and evaluate programs. Obtain, analyze, and report business data. Analyze business and program health trends based upon regional operations and core program system reports. Review human resources and related data. Review and monitor budget, separation of duties and financial authorities and instruments. Manage internal relationships and communications.
Complete business and community assessments to both understand and implement national programs. Coordinate with Regional Leadership Team to support Fundraising, Communications, and other lines of business. Ensure that people, resources, and services are available to meet all program and service delivery needs quickly and efficiently.
9: Workforce Development, Engagement, and Retention: Understand and implement policies in accordance with Human Resources and Volunteer Services requirements. Create an environment that encourages a diverse team of employees and volunteers, representative of the communities they serve, to successfully deliver services. Engage the Volunteer Services team as partners in staff planning, recruiting, training, engagement, and recognition activities. Ensure the steady-state table of organization is staffed by volunteer leaders and partnered with DCS staff.
10: Relationship Management: Provide facilitative leadership to build a resilient network (e.g., government, emergency management, nonprofit, corporate, and other groups) working toward community-wide efforts to prepare for, respond to, and recover (including long term recovery) from disasters. Communicate regularly with State Emergency Management leadership, and ensure Red Cross is represented at appropriate meetings at the local and State level.
Develop and execute a plan for effective and ongoing engagement of diverse partner groups at both a local community and regional level, based on analysis and identification of required relationships.
Ensure regional line of business leaders are involved with these coordinated efforts. This includes Chapter Executive Directors and Community Volunteer Leaders. Meaningful partnership efforts need to be cultivated and maintained at the local municipal/county/parish levels.
11: Community Preparedness: Leverage Red Cross core competencies to improve individual and family preparedness by building awareness, providing education, mobilizing communities with partners, and increasing capacity across sectors. Ensure services are delivered equitably with a focus on frontline communities.
12: Readiness and Response Management: Alleviate human suffering in the face of emergencies by mobilizing and organizing community resources to meet the immediate life-sustaining needs of individuals, families and communities affected by disaster. Ensure completion of regional readiness activities that enable the Region to achieve, and maintain or exceed, readiness targets and commitments. Create, maintain, and engage in deliberate planning with internal and external stakeholders in alignment with approved strategies, standards, priorities, and goals.
Ensure “speed to need” to initiate timely and effective responses to all disaster events. Communicate regional response capabilities and capacity to local and State Emergency Management, especially for evacuation and ESF6 planning.
13: Client Care: Act as the catalyst, convener, facilitator, and subject-matter expert to alleviate human suffering and build resilient communities through effective client care programs. Provide consistent, standardized and scalable set of services that are both aligned with and complementary to the community and its available resources.
Scope: Interpret and administer policies, process, and procedures that may affect sections and subordinate units.
WHAT YOU NEED TO SUCCEED
Education: Bachelor's degree required.
Experience: Minimum 5 years of related experience or equivalent combination of education and related experience required.
Management Experience: 3 years of supervisory or management experience.
Skills & Abilities: Excellent interpersonal, verbal and written communication skills. Demonstrated in-depth knowledge of program or service and ability to create presentations and develop training modules. Develop project plans, budgets, and strategies to achieve organizational goals. Demonstrated analytical and decision-making skills to develop creative processes for continuous program or service improvements. Proven track record of collaboration, facilitation, problem solving, marketing, leadership, and partnership management. Ability for planning, public speaking, project management and process improvement required. Must be customer oriented, organized, and able to operate with an orientation toward solutions with an external focus, and team orientation. Intermediate level proficiency with MS Office software, including Word, Excel, PowerPoint and Outlook. Familiarity with federal, state, and local employment laws. Must be able to perform all assigned responsibilities under “grey sky” requirements. Ensure all American Red Cross finance policies and procedures are followed as related to the scope of work activity. Ability to work on a team.
Travel: Travel may be required. A current, valid driver's license with good driving record is required.
*Combination of candidate’s education and general experience satisfies requirements so long as the total years equate to description’s minimum education and general experience years combined (Management experience cannot be substituted).

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
