CACI is seeking a highly technical Program Manager in support of the Enduring Experimentation for Optimal Networks (EEON) project within the Network Cross-Functional Team (N-CFT). Under the EEON task you be developing, implementing, and managing advanced cybersecurity frameworks that secure tactical networks against modern threats.
The Opportunity:
As the Program Manager you will lead the design, coordination, and establishment of an optimized, continuous, distributed Army Tactical Network Live, Virtual, and Constructive (LVC) Experimentation Capability. This role involves building and leading a high-performing team; broad outreach and collaboration with government and industry partners; discovering, integrating and convergence of diverse enterprise experimentation capabilities; and ensuring the successful, and cost-effective orchestration of these capabilities to support continuous progress towards Army's tactical network modernization goals.
Responsibilities:
Technical Oversight
Ensure the technical feasibility and robustness of the LVC experimentation capability.
Oversee the development and integration of hardware, software, and network solutions.
Collaborate with subject matter experts to incorporate the latest technological advancements and best practices.
Leadership and Team Building:
Recruit, manage, and mentor a multidisciplinary project team of engineers, analysts, and technical specialists.
Foster a collaborative and innovative team culture.
Provide clear direction, set goals, and conduct regular performance evaluations of contract personnel supporting the project.
Program Management:
Develop and manage the program roadmap, ensuring alignment with organizational objectives and Army requirements.
Establish and maintain program schedules, budgets, and resource plans.
Monitor program progress and implement corrective actions as needed to ensure milestones and deliverables are met.
Capability Discovery and Integration
Conduct comprehensive assessments of existing enterprise experimentation capabilities across the Army and other relevant entities.
Identify gaps, overlaps, and opportunities for integration.
Develop and execute plans to converge disparate capabilities into a cohesive experimentation framework.
Stakeholder Engagement:
Serve as the primary point of contact for internal and external stakeholders, including Army leadership, government agencies, and industry partners.
Facilitate regular communication and reporting to keep stakeholders informed of program status and developments.
Build and maintain strong relationships to garner support and resources for the program.
Risk Management:
Identify, assess, and mitigate risks associated with the program.
Develop and implement risk management plans to ensure program success.
Qualifications:
Required:
TS/SCI preferred but a minimum of a Secret Clearance with the ability to obtain TS/SCI.
Bachelor’s degree in Engineering, Computer Science, Information Technology, or a related field. Advanced degree preferred.
Minimum of 10 years of technical experience in data architecture or a related field, with a focus on tactical or military network environments.
Strong understanding of Army tactical networks and LVC environments
Proven experience in designing and managing complex data systems.
5-7 years of experience in program management, preferably within the defense or tactical communications sectors.
Proven track record of leading large, complex projects from inception to completion.
Excellent leadership, communication, and interpersonal skills.
Ability to think strategically and drive innovation.
Desired:
Experience in military or defense-related data management and architecture is highly desirable.
Project Management Professional (PMP) certification or equivalent is highly desirable.
