About the Position

The Bureau of Population, Refugees, and Migration (PRM) is the humanitarian bureau of the State Department. PRM promotes U.S. interests by providing protection, easing suffering, and resolving the plight of persecuted and forcibly displaced people around the world. The purpose of the contract is to support PRM’s ongoing oversight of humanitarian assistance for Palestinians in Gaza, the West Bank, and Lebanon, through in-person and remote observation of implementing partners’ (IPs) program activities and through the collection and independent analysis of partner performance and risk management data.

Dexis Consulting Group (Dexis) is seeking to hire a Technical Advisor/Subject Matter Expert for Humanitarian Assistance (Senior) to provide technical direction to the contract, and quality assurance on all deliverables. This position is anticipated to be less than full-time. Candidate be based in the region (preferred), or elsewhere (remote). This position is contingent upon contract award. Selection of the final applicant is subject to the client’s approval.

Responsibilities

  • Support the team in technical design and ensure data collection and evaluation follows the established technical standards.
  • Ensure all data collection tools, reports, and deliverables are appropriate for use in humanitarian settings and appropriate for use with vulnerable populations.
  • Serve as a resource for the rest of the team on the context of the region and its populations.
  • Provide subject matter expertise on monitoring design, objectives, and strategies.
  • Coordinate technical oversight with relevant stakeholders.

Qualifications 

  • At least 10 years of experience implementing or monitoring humanitarian activities.
  • Advanced degree in social sciences, humanitarian policy, or other relevant technical or sectoral expertise.
  • Previous experience working with vulnerable populations.
  • Experience in Third-Party Monitoring is preferred.
