Job Description Summary:
This position leads, organizes and ensures seamless coordination of all emergency/disaster response activities across Logan Health Medical Center (LHMC) and Logan Health Whitefish (LHW). Activities include design, implementation, education and exercise of emergency management and disaster preparedness/response. Coordinates compliance with internal policies and external regulatory agencies to prepare for, respond to and recover from a natural or man-made disaster. Formulates plans, policies and procedures to support emergency management and disaster preparedness/response.
Qualifications:
- Bachelor’s degree in healthcare, management, emergency management or related field required. Masters degree preferred.
- Previous experience in healthcare emergency management/disaster response required.
- Minimum of one (1) of the following required:
- Minimum of three (3) years’ clinical healthcare experience
- Comparable military or field experience in Emergency Planning and Incident Command Training.
- Certified in FEMA ICS 100, 200, 700, 800 or equivalent required.
- Possess and maintain computer skills to include working knowledge of Microsoft Office Suite and ability to learn other software as needed.
- Excellent organizational skills, detail-oriented, a self-starter, possess critical thinking skills and be able to set priorities and function as part of a team as well as independently.
- Commitment to working in a team environment and maintaining confidentiality as needed.
- Excellent verbal and written communication skills including the ability to communicate effectively with various audiences.
- Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
Job Specific Duties:
- Serves as Program Manager for emergency management and disaster preparedness/response activities for all LHMC and LHW entities.
- Collaborates with leadership to ensure regulatory compliance for emergency management/disaster preparedness and response. Provides regular status reports to leadership.
- Works in collaboration with the stakeholders of LHMC and LHW in the development and maintenance of policies, processes and functions. Supports compliance with CMS Conditions of Participation Emergency Preparedness Rule for hospitals, long term care, home health agencies, hospices, ambulatory surgery centers, clinics, outpatient services and rural health clinics.
- Provides collaboration, coordination and program oversight with individual facility emergency preparedness representatives.
- Serves as LHMC and LHW representative for community, regional, state and national emergency preparedness and response activities. Collaborates with and contributes to Federal Emergency Management Agency (FEMA) Emergency Support Function 8 partner agencies preparedness and response activities.
- Participates in federal, state, regional and local disaster activities as applicable.
- Establishes goals, objectives and performance measures for LHMC and LHW’s Emergency Management Program based on best practice including state and national guidance.
- Serves as member and coach for Hospital Incident Command System and hospital Command Center activities. Participates in all appropriate LHMC and LHW meetings as directed. Collaborates with LHMC and LHW leaders and external officials in order to prepare and analyze damage assessments following disasters and/or emergencies.
- Conducts hazard vulnerability assessments, observations and surveys to determine the types of emergency/disaster-related needs to be addressed through mitigation, planning, response and recovery activities.
- Collaborates with stakeholders to ensure emergency preparedness readiness within their locations. Serves as a resource for leaders and employees regarding emergency preparedness activities. Develops and maintains liaisons with Outreach facilities in providing assistance with identified emergency preparedness needs.
- In collaboration with the Education department, designs and administers the emergency/disaster preparedness training courses to improve organizational readiness. Develops and performs tests and evaluations of emergency management plans in accordance with state and federal regulations.
- Develops Mutual Aid Agreements and /or Memorandums of Understandings with healthcare, governmental and private entities for the purpose of supporting emergency preparedness and response activities. Keeps informed of internal and external activities, changes, or events that may affect LHMC and LHW’s emergency mitigation, planning response and recovery activities.

M-F 8-5. On call for emergency preparedness
Logan Health operates 24 hours per day, seven days per week. Schedules are set to accommodate the requirements of the position and the needs of the organization and may be adjusted as needed.
