Are you a talented and experienced Subcontracts Program Manager? If so, we have an exciting opportunity for you! Leidos is seeking a skilled SPM to join our Antarctic Support Contract (ASC) program. In this role, you'll report directly to the ASC Program Manager and work closely with our senior leadership team, functional managers, and subcontract administrators to provide technical and programmatic oversight to our ASC subcontractors.
Your primary goal will be to ensure that the program management discipline is fully integrated into the supply chain, guaranteeing that our subcontractors meet our program cost, schedule, quality, and performance requirements. You'll take on a vital position as the Leidos SPM, focusing on the management of the subcontractors versus the administration of the subcontract agreement, overseeing all current and new subcontracts. You'll have the authority and responsibility to lead and manage the contract(s), maintain relationships with vendors, and advocate our Leidos technical managers.
The ASC Program currently has over 70 subcontractors, with 10 subs encompassing most of the 2,000 people who deploy to ice yearly. To ensure effective communication between the subcontractor teams, Leidos subcontract administration team, and program team, the ASC Program seeks a skilled SPM to act as a liaison. As the SPM, you will center on achieving strategic deployment objectives and establishing appropriate agreements, understanding, and accountability mechanisms to optimize operations across the ASC Program. However, you will not be responsible for managing all 70+ subcontracts simultaneously.

About the Antarctic Support Contract:
Leidos Antarctic Support Contract (ASC) is the prime contractor to the National Science Foundation (NSF) in support of the United States Antarctic Program (USAP). Leidos supports the NSF’s Office of Polar Program’s Antarctic Infrastructure and Logistics by aligning with their Mission and Vision Statements:
Vision: Expanding our scientific reach in Antarctica through increased operational and logistical effectiveness.
Mission: To provide the operational and logistical platform necessary for the U.S. to conduct world-class science in Antarctica and maintain its active and influential presence on the continent.
Leidos ASC provides science and logistics support for approximately 150 science and technical events across three geographically remote research stations; McMurdo Station, Palmer Station, and South Pole Station and several deep field sites across Antarctica. Each station or field site supports world class research across multiple science disciplines. The planning and implementation of science support requirements in Antarctica is a critical part of our mission.

Your Main Objective:
Provide oversight of subcontract(s) performance and have the ultimate duty to ensure the success of the program(s) as it relates to subcontractors. Work closely with ASC Senior Leadership, Subcontracts Administrators, and Subcontractor PMs to establish clear expectations for performance and communications in line with terms and conditions and program requirements.
Serve as a single point of contact, providing managers with one person to discuss any subcontract-related matter (e.g., status, schedule, cost, technical, issue resolution, additional work, etc.).
Prioritize and manage Subcontractors on the ASC program. This includes the development, implementation, assessment, and monitoring of subcontract communications in alignment with the organizational goals and objectives; the identification of emerging operational needs and development of appropriate methods to address them, such as partner commitment letters; and the associated required (and prioritized) modifications to subcontractor terms and conditions and (informal) agreements.
Review performance and identify variances and impacts on overall program performance. Prioritize subcontract actions and operate as a successful coordinating function between program operations leadership and subcontractor program teams.
Spearhead engagement activities within ASC program, such as hosting learning sessions to orient and grow our Leidos managers across the program to be successful extensions of subcontract program management.
Initiate ways to improve production, work processes, and/or to increase the quality of the work directed, employ user or customer experience testing and related tools to solicit feedback, and tirelessly champion continuous improvement.
Ensure risks and mitigations are identified and assessed.
Act as a senior and strategic member of the ASC Program Senior Leadership Team.
Participate in analysis and planning for program key decisions and “Return to Green” initiatives.
What Sets You Apart:
Bachelor’s degree and 8+ years’ prior work experience or commensurate work experience.
Experience as DPM or PM in other large-scale, complex operational environments.
Experience managing and negotiating with subcontractors.
Comprehension of finance, subcontracting, contracting, contract types, and schedules.
Excellent written and oral communication skills; and ability to gain trust and build relationships.
Exceptional organization skills and ability to reply quickly and accurately to requests while working effectively in a team environment.
Superior interpersonal skills and ability to work with executives, employees, subcontractors, and the customer.
You Might Also Have:
Previous experience collaborating with a federal agency and remote operations (preferably global).
Experience in leading people.
Must be able to obtain and maintain a Public Trust security clearance. This process may take up to 4 months.
Due to contract requirements, US citizenship is required.
