Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group - is implementing the Long-term Exceptional technical Assistance Project (LEAP Global), a mechanism used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. This initiative aims to address the complex human resource challenges faced by national infectious disease programs in USAID-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP will provide long-term, sustainable mentoring and capacity building for program staff, empower host governments to lead and manage key aspects of their infectious disease portfolios, and improve coordination between USAID and the host government.

USAID's Global Health Security (GHS) portfolio aims to build/enhance the capacity of the Philippines to mitigate the risks that pose significant public health threats and to contain outbreaks at their source to protect the people living in the Philippines. As such the Mission needs to support the Philippines’ integration of One Health Principles and ensure an effective GHS program implementation that aligns with White House and Congressional expectations and supports the health team at USAID/Philippines.

Duties and Responsibilities: The Global Health Security and One Health Adviser will:

  • Foster effective collaboration (One Health Approach) with USAID/Washington, the CDC, and other U.S. agencies, as well as working closely with Philippine government bodies like the Department of Health, the Department of Agriculture and other related agencies/partners in the seamless implementation of Global Health Security strategies.
  • Technical Leadership Responsibilities
  1. Lead Technical Initiatives: Oversee the design and implementation of Global Health Security (GHS) interventions, following USAID guidelines to manage infectious diseases.
  2. Guide Planning and Execution: Inform USAID’s involvement in interagency planning and support execution of the GHS portfolio.
  3. Support Specialists: Assist FSO and FSN GHS specialists in accelerating activity implementation.
  4. Build Coordination Networks: Develop and maintain relationships with key stakeholders, including USG agencies (e.g., CDC, DoD-DTRA,U.S. Embassy), Philippine government bodies, UN organizations, donors, the private sector, and NGOs.
  5. Facilitate Communication: Establish regular updates and collaborate with USAID/Philippines offices and other USG agencies.
  6. Monitor Developments: Stay updated on new issues impacting USAID priorities in global health security and share relevant information with stakeholders.
  7. Support NAPHS: Aid finalization and implementation of the National Action Plan for Health Security (NAPHS), focusing on animal-related GHS aspects.
  8. Assist in Exercises and Assessments: Support planning and execution of simulation exercises, risk assessments, and other critical One Health activities.
  9. Enhance Coordination Mechanisms: Contribute to developing the One Health/Health Security coordination mechanisms, including updates to relevant agreements.
  10. Develop SOPs: Support the development of relevant SOPs/Playbook as specified in the NAPHS and related strategies/policies
  11. Guide Implementing Partners: Support and leverage the efforts of GHS partners in areas such as workforce development, laboratory networking, and surveillance
  • Program Management and Coordination Responsibilities
  1. Coordinate GHSA Program: Oversee and integrate all elements of the USAID/Philippines GHSA program.
  2. Manage Implementing Partners:
    • Facilitate collaboration among USAID implementing partners.
    • Communicate USAID’s expectations for cohesive program efforts.
    • Leverage partner networks to enhance GHSA implementation and maximize investments.
  3. Build Strategic Relationships: Develop and maintain key relationships with senior policymakers across various sectors in the Philippines.
  4. Monitor Performance: Review performance and financial reports to ensure partner compliance with agreements and USAID expectations.
  5. Ensure Compliance: Verify that implementing partners adhere to USAID regulations and procedures.
  6. Report Developments: Update USAID/Philippines on GHSA portfolio developments and policy changes from the Bureau for Global Health.
  7. Communicate Activities: Share GHSA activities, plans, and results with USAID Health and Program Offices, technical advisors, implementing partners, USG agencies, and the Government of the Philippines.
  8. Coordinate with USG Agencies: Ensure coordinated and non-duplicative GHSA efforts and reporting among USG partner agencies.
  9. Provide Information: Serve as the main point of contact for GHSA information to enhance awareness and address inquiries from USAID and Embassy leadership.

●Program Monitoring and Reporting Responsibilities

  1. Communicate Progress: Regularly update USAID/Philippines technical advisors and AORs/CORs on the GHSA portfolio’s progress in the Philippines.
  2. Lead Reporting Efforts: Manage USAID's contributions to bi-annual GHSA Progress Reports and annual reports for Congress and the National Security Council via the U.S. Embassy/Philippines.
  3. Have in-depth knowledge of the GHSA Joint External Evaluation Report and its assessments and scoring for the Philippines.
  4. Track progress, ensure timely completion of actions, address implementation constraints, and propose solutions.
  5. Ensure Quality: Conduct site visits and attend relevant meetings to maintain program quality.
  6. Disseminate Achievements: Collaborate with partners to share program successes and lessons learned within the Philippines and with USAID Washington.
  7. Prepare Reporting Documents: Lead the preparation of key reports, cables, and other documents for mission, embassy, and agency needs.

 Minimum Qualifications:

  • Higher University Education:
    • Degree in Medicine (MD), Veterinary Medicine (DVM) or a master’s degree in Epidemiology, Public Health, or relevant technical field.
  • Main Experience Required:
    • Minimum 10 years of progressively responsible experience in One Health, Animal Health, Public Health, or Epidemiology.
    • Prior experience working with a bi-lateral or multilateral donor in development programming.
    • Direct experience working on the GHS activities or implementation.
  • Additional Required experience/ competencies -
    • Extensive understanding of infectious diseases, one health approach, antimicrobial resistance, health systems, and development issues, with specific insight into the cultural and work environment in the Philippines.
    • Proven ability to effectively engage with senior executives, government officials, and build trust-based relationships with them. Experience working with technology entrepreneurs, researchers, and innovators.
    • Experience in working with stakeholders across public, private, and nonprofit sectors.
    • Strong management, negotiation, collaboration, team building, networking, and interpersonal skills. Capability to work independently with minimal supervision.
    • High level of technical, analytical, and quantitative skills for scientific approaches and development policy analysis.
    • Exceptional written and oral communication skills, including producing professional-quality analytical reports and delivering effective presentations. Ability to communicate effectively with USAID Mission employees, senior local government officials, international and local organizations, donors, embassies, and U.S. Government agencies.
    • Demonstrated ability to work collaboratively as part of a team and build productive relationships at all levels.
    • Outstanding leadership, communication, and interpersonal skills, with the ability to function effectively both as a leader and as a member of a diverse, multi-disciplinary team. Proven track record of achieving consensus and influencing relationships positively in a team environment.
    • Experience working in complex institutional settings and developing networks to enhance collaboration among colleagues. Demonstrates a strong interest in supporting USAID staff with efficient program implementation.
    • Ability to handle politically sensitive issues with discretion, tact, and diplomacy. Skilled in interacting effectively with a wide range of internal and external partners, including USAID clients, international organizations, host country government officials, and NGO counterparts.
    • Language proficiency -English- Minimum Level IV (Fluent) proven ability to communicate quickly, clearly, and concisely, both orally and in writing.

Supervisory Relationship: The  GHS & One Health Adviser will be supervised by the Supervisory Project Management Specialist (Global Health Security).  They will also work under the guidance of the Supervisory Project Management Specialist (Global Health Security) in the field and the Director of the Epidemiology Bureau of the Department of Health.

Period of Performance: One (1) year at 50% LOE. This position is expected to be renewed annually subject to available funding under GHS.

Expected percentage of travel at 20 days or 30% domestic only.
