The Opportunity:

We are seeking an experienced Scrum Master - Agile Coordinator to support the Naval Tactical Command Support System (NTCSS) program in Norfolk, Va. In this role, you will lead Scaled Agile Framework (SAFe®) and Scrum implementation, facilitate working sessions with product owners, and ensure quality standards are met throughout the software development lifecycle. Additionally, you will work closely with development teams to implement Agile methodologies while maintaining quality control processes within DoD Business IT supply, logistics, maintenance, and personnel administration systems.

Responsibilities:

  • Lead Agile ceremonies including daily stand-ups, sprint planning, reviews, and retrospectives.

  • Facilitate Agile and Scrum techniques such as User Stories, TDD, BDD, Continuous Integration, Continuous Testing, and Continuous Delivery.

  • Act as the primary liaison for clients, ensuring compliance with technical requirements and timely communication of risks or changes.

  • Coordinate activities, resources, and timelines for concurrent projects, ensuring on-time delivery within scope and budget.

  • Deliver bi-weekly briefings and milestone reports to stakeholders and program sponsors.

  • Support Agile product teams by scheduling and documenting Agile ceremonies and ensuring the timely completion of action items using Jira.

  • Collaborate with designers and developers to transition legacy systems into modern, web-enabled applications.

  • Monitor project schedules and resource allocation to ensure consistent progress and quality outcomes.

  • Serve as a client liaison, capturing business requirements and translating them into actionable development tasks.

  • Deliver timely updates to internal and external stakeholders, addressing concerns and keeping project goals aligned.

  • Manage cost, schedule, and performance tracking for multi-million-dollar navigation system programs, delivering comprehensive reports to senior leadership using Earned Value Management (EVM) principles.

  • Provide regular updates on project health, risks, and mitigation plans to stakeholders and executive leadership.

  • Ensure adherence to quality control processes per contract requirements

Qualifications:

Required:

  • Bachelor’s degree in Computer Science, Information Systems, or a related field. Master’s degree preferred.

  • 5or more years of experience driving agile practices and leading cross-functional teams.

  • Scrum Master Certification

  • Proven record of accomplishment in delivering projects on time while aligning with business objectives and user needs.

  • Experience in fields associated with DoD Business IT supply, logistics, maintenance, and/or personnel administration system for aviation, afloat or shore activities

  • Strong competencies in Agile & Scrum Implementation, Hardware-Software Integration, Navigation Systems, Software Development Life Cycle (SDLC), System Engineering V-model, Cross-Functional Team Leadership, Project Coordination & Scheduling, and Stakeholder Communication.

  • Proficiency in Jira, Confluence, MS Project, and other relevant project management and development tools.

  • Relevant certifications such as Scrum Master, SAFe Agile, and Project Management certifications are a plus.

  • Possess an active secret level clearance or higher

Desired:

  • Experience with PEGA Systems, Java/HTML, .NET Framework – C#, PostgreSQL, Microsoft Azure – MySQL, Oracle – SQL, and SOAP/UI – XML.

  • Experience in a federal contract environment, particularly with the Department of Defense (DOD) or Department of Justice (DOJ).

  • Experience with NTCSS, and related Family of Systems

The proposed salary range for this position is:

$75,200-$158,100
