Northrop Grumman’s Defense Systems sector is seeking a Manager, Production Operations Project Management (OPM) 3 to lead the Production Operations Project Management (OPM) Team for the Strategic Deterrent Systems Division.  This position will be located in Roy, Utah.  Northrop Grumman Strategic Systems Division supports the Air Force’s sustainment, modification, development, production, and deployment of strategic systems. Division program portfolio includes the Intercontinental Ballistic Missile (ICBM) Ground Sustainment Support Contract (GSSC), Advanced Programs (AP), Nuclear Command, Control, and Communications (NC3) Programs, and the Sentinel Program.

What You’ll Get To Do:

The OPM Manager is a senior level leader with accountability to the SDS Division Director of Production Engineering.  As the Manager of OPM, your team will provide support to multiple Programs within the Strategic Deterrent Systems Division. This role will require the candidate to manage a department within Production Engineering while providing the people, skills, processes & training for successful achievement of program, division, and corporate goals.

Responsibilities include planning, risk management, and project performance addressing cost, schedule, and technical quality for related Work Breakdown Structure (WBS) elements on a large system development-type contract or full responsibility for all aspects of program performance on a large technical contract.  Establishes operating procedures that affect organizational unit(s). Interprets, executes, and recommends modifications to organizational policies. Establishes operating policies and procedures that affect subordinate organizational units.  Frequent contact with equivalent level managers and customer representatives concerning projects, operational decisions, scheduling requirements, or contractual clarifications. Conducts briefings and technical meetings for internal and external representatives. Exerts influence in the development of overall objectives and long-range goals of the organization.  Regularly requires analysis of alternative courses of action. Decisions have risk/reward implications for program or area of influence. Influences & impacts strategy through this role. Must demonstrate ability to prepare and analyze data and figures, make decisions that impact the organization’s credibility, operations, and services. Ability to provide direction to determine priorities to achieve goals while in a collaborative team environment. Must comprehend and analyze complex problems and develop solutions.

Additional responsibilities include, but not limited to:

  • Support the Build/Buy to Package (BTP) workflow through Common Product Lifecycle Management (cPLM) system and program process for engineering change management. Includes Product Definition Package (PDP) and the Produce Product Package (PPP).

  • Ownership and maintenance of the Required Offset for Scheduling and Estimating (ROSE) Tool to build baseline PDP schedules.

  • Knowledge of Engineering Scheduling & Earned Value (ESEV) for ROSE tool schedules to interface with (cPLM). Required for updates to baseline PDP schedules.

  • Oversee Design Review’s in alignment with the Design Document Release (DDR) workflow for Segment Build/Buy to Packages (BTP).

  • Support the Chief Engineering Office and Design Engineering for schedule execution to program milestones.

  • Create and maintain metrics in Tableau for visibility of engineering change management across NGC Prime design support.

  • Partner with Manufacturing Engineering of all Manufacturing Readiness Assessments (MRA’s) for execution of process and documentation.

  • Partner and coordinate with Supplier Management Team (SMT) on manufacturing impacts across the program.

  • Assist with Standard Practices and Processes (SPP) authoring and updates, as required.

  • Facilitate briefs to program leadership along with training for impacted stakeholders.

  • Organize and conduct both internal and external Production Readiness Reviews (PRR). Includes Supplier Production Readiness Reviews (SPRR).

  • Oversee tools and processes to reduce manufacturing and production impacts or risks by utilizing Advance Fabrication Requests (AFR’s) and documented Work Around Plans (WAP)

  • Facilitate and oversee War Room activities for continuity, visibility and accountability across the weapon system.

  • Support new business stand up utilizing core OPM processes and best practices.

  • Provide continuous training for the OPM team across multiple programs. Will consist of training material, templates, desktop instructions, processes, metrics, and visibility. Training should be established, maintained and executed.

  • Conduct staffing assessments based on program needs and requirements to support the DDR workflow, Production Operations requirements, and program milestones.

This position’s standard work schedule is a 9/80A. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

You’ll bring these qualifications:

  • Bachelor’s Degree with 8 years of related work experience.

  • Must have the ability to obtain and maintain an interim Secret level clearance and a final Secret level clearance.

  • 5 years of experience managing projects (all size projects) with demonstrated use of project management principles.

  • 3 years in a formal lead/management position.

  • 3 years of experience building, maintaining, and executing schedules in a manufacturing or production environment.

  • 2 years of experience with execution of large scale, integrated projects across multiple functions and organizations.

  • Must have ability to obtain Special Program Access (PAR) within a reasonable period of time as determined by the company to meet its business need.

These qualifications would be nice to have:

  • Operations Project Management (OPM) Experience.

  • ICBM / Aerospace Systems Industry Experience.

  • Strong Scheduling and Analytical skills.

  • Greater than 5 years of documented experience working in a robust IPT environment.

  • Experience standing up tools / processes / production schedules / metrics.

  • Experience in high rate and/or high mix, low-rate manufacturing environments.

  • Knowledge of ERP Systems.

Salary Range: $129,000.00 - $193,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
