Job Description:
Job Duties
Ensures state fiscal policies and director approved procedures are followed.
Collaborates with department heads and director to prepare agency budget and monitor status; provides monthly reports and others as requested.
Ensures proper maintenance of accounting and cost records (payables and receivables); prepares financial reports. Conducts financial analysis and initiate corrective action when necessary.
Manages purchasing of supplies, materials and equipment; writes and coordinates contracts; reviews contracts to ensure compliance with laws, policies, and procedures.
Manages fixed asset inventory; collaborates with agency staff to follow proper procedures to surplus equipment, material, and/or property.
Consults/advises the director on all business and related administrative matters to identify impact of actions/problem.
Manages and maintains internal control plan for agency as Internal Control Coordinator.
Checks and reviews accuracy and compliance of transactions with established policies/procedures.
Supervises professional staff responsible for accounting functions of the agency; approve and/or post vouchers and journal entries.
Other duties as assigned within the scope of the classification.
Requirements / Qualifications:
Minimum Qualifications: Bachelor's degree in business administration, accounting, finance or related field plus four years related experience, two of which must be in a responsible supervisory capacity. Related work experience may substitute for the bachelor’s degree requirement on a year-for-year basis.
Preferred Qualifications: Knowledge of the State of Nebraska's E1 Payroll and Finance Center
Other: Regular and Reliable attendance is required.
Knowledge, Skills, and Abilities
Knowledge of business practices/methods/systems; general accounting systems; state accounting policies/procedures; state purchasing and procurement processes/policies/procedures; personnel policies and principles; agency rules/regulations and policies/procedures.
Ability to establish positive working relationships with all contacts; identify and resolve problems; read, understand, interpret and apply rules/regulations, policies/procedures, laws, and other work directives, establish priorities; make independent decisions; supervise/direct/coordinate a large and diverse staff.
Skill in budget preparation and reporting; mathematical computations; oral presentation; supervising assigned
