We are seeking an Advisor Permitting, Regulatory Affairs who will have opportunity to support a diverse portfolio of projects and regulatory matters for various Enbridge business units!

The position is focused on coordinating, organizing, monitoring, and performing activities related to provincial permitting in British Columbia (i.e. British Columbia Energy Regulator (BCER)).

This role will support growth projects as well as operations and maintenance activities for Enbridge assets in British Columbia. Advisors provide guidance on regulatory requirements, supporting cross-functional teams involved in preparing permit applications or notifications, ensuring Enbridge submissions meet regulatory requirements and are of high quality for timely authorizations, staying current with requirements for internal process improvements, providing oversight of application progress and facilitating information exchanges with the regulator.

What You Will Do:

  • Maintaining a centralized provincial permitting/notifications process and status report for Enbridge project and operations activities in the province of British Columbia.

  • Advising and supporting cross-functional partner teams involved in preparing permitting applications, to meet the requirements, and timelines for favorable permit acquisitions with minimal risks to schedule, scope, and cost.

  • Building support and encouraging others by developing collaborative relationships, including with regulatory agency staff and partners to understand interests, and resolve any outstanding matters on applications to facilitate approvals.

  • Providing active oversight on progress of permit applications to support regulatory efficiency.

  • Staying current with BCER requirements. permitting processes (e.g. procedures, tools, forms, timelines, etc.) and expectations, and identifying and advocating for efficiencies when opportunity arises.

  • Providing training, developing procedures and facilitating an internal community of practice for high quality applications to support efficient regulatory processes.

Who You Are:

Required:

  • University degree (e.g. Business/Commerce, Science/Environmental Science or Engineering preferred).

  • Four (4) or more years of regulatory work experience (e.g. with a regulated utility, regulatory agency, municipal or provincial permitting authority, federal government or appropriate oil and gas experience).

  • Project Management experience.

  • Very strong writing, analytical, organizational, communication and interpersonal skills.

  • Able to lead and/or work optimally within a cross-functional team.

  • Keen attention to detail and proficient with records and data management systems (e.g. Sharepoint, Enablon).

Preferred:

  • Experience with the regulatory framework and application management system of the BCER or other regulators such as the CER or AER.

  • Knowledge of pipeline operations and facilities.

  • Professional credentials or certifications considered an asset, e.g. Project Management Professional designation.

Working Conditions

  • Standard office environment.

  • Business travel required – 5-10%.
