This role provides a rewarding opportunity for outstanding talent to drive toward our Vision of being a key pillar of global innovative engine  in BMS and being a key talent driving to deliver on our R&D China 2030 strategy by building and leading an industry leading portfolio and project management team.  The role will be also responsible for R&D resource and capacity management and planning.  
The position requires the candidate to have good sense of pharma R&D functions, excellent project management qualifications, a demonstrated portfolio and project management track record, high learning agility, strategic and critical thinking, strategic influencing, and excellent collaboration skills.

Key Deliverables

Portfolio management

  • To collaborate with TA Portfolio Asset Strategy and Development Leads to establish an integrated portfolio view to ensure China development portfolio is aligned with BMS development portfolio and business priorities and strategy
  • To institute a common project intake, prioritization and governance framework for all development assets and manage this in line with  GDD and China business prioritization and budget calendar
  • Set up and lead a portfolio level risk management process
  • Navigates team through efficient governance, and co-lead the China Portfolio Review process with commercial counterpart
  • Manage the portfolio level scorecard and associated monthly reporting
  • Partner closely with  R&D Chief of Staff  to ensure clear and consistent reporting to R&D SLT, China Business, GDD ADLT and other key stakeholders

Development Project management

  • Lead a group of project management professionals  providing direction and coaching in partnership with DTLs to ensure high quality project management is brought to our Development Teams (DTs)
  • Build individual and enterprise project management capability in line with our vision to have the best drug development organisation in China including project planning, critical path analysis, risk and opportunity management, advanced facilitation and excellence in cross-functional collaboration
  • Ensure strong individual connection with global PMs and Japan PMs and build and enhance the PM Community of Excellence
  • Ensure career ladders are in place for all roles in the Portfolio and Project Management organization
  • Ensure all programs maintain an appropriate and standardized project management documentation including integrated project plans, approved timelines/critical milestones, risk/issue/decision logs, monthly reports, agenda/minutes within approved company systems.

Resource and Capacity Planning

  • Take on the Leadership of the China R&D Resource planning Project and ensure China implements and runs an effective resource and capacity management process as part of the overall GDD initiative
  • Build a Resource and Capacity management process that supports Governance decision making on accepting new assets into the China portfolio, portfolio prioritization and underpins annual  budget and resource planning
  • Provide line management, coaching and career development for Resource and Capacity Management Lead

  • External Project Management professionals

Professional experience and key competency

  • At least 8-10 years solid project management experience in pharma R&D
  • R&D experience preferred with solid understanding of pharma R&D drug development and development portfolio management
  • Multinational pharmaceutical company and consulting firm working experience is a plus
  • Resource and capacity management is desirable but not essential
  • Fluent in English and Chinese both written and oral
  • Good analytical capability
  • Strong learning agility
  • Strong sense of accountability
  • Strong matrix leadership
  • Organizational-savvy and excellent interpersonal communication skills

Preferred Qualifications

  • BSc Essential and MBA, MSc, or PhD preferred
  • Project Management Qualification

  • On a consistent (i.e., weekly or bi-weekly) basis, speaks with the team about the importance of compliance and integrity, and creates pride in BMS’s commitment to compliance.
  • On a quarterly basis, provides compliance training to the team; answer the team’s compliance questions, or refers them to an appropriate resource if s/he doesn’t know the answer.
  • Actively monitors the team members to prevent non-compliant behavior and looks into details before approving any expenses
  • Provides constructive suggestions to improve the BMS China compliance program
  • Is a compliance role model and leads by example
  • Takes accountability to own organized events and provides adequate documentations. If organizes any event, must comply with all company policy and makes sure all activities are closed within 90 days after the event date. If subordinates are responsible for organizing events, must monitor the responsible person close PO’s within 90 days after the event date.
  • Is Compliant with the norms of the business communication, ethics, subordination, regulations of the confidentiality.

  • Proactively obtains and innovatively refines the information including external market trends and the internal rules and regulations, internal procedures, messages, goals and vision of the management of the organization and shares relevant information with the team and colleagues timely to achieve company goal.
  • Timely performs tasks, orders and instructions of the manager.
  • Escalates / Reports to the manager of the department or function about all the challenges and shortcomings within Employee’s power and competency.
  • Proposes motions for the work development related to the Role.
