What You’ll Get to Do:

As a CACI-SOAS USAREUR-AF  Journeyman CI/HUMINT Operations Management Support you will support US Army Europe/Africa G2 and other Intelligence related mission partners, as a key team member of a complex program that provides professional services in support of advisory and analysis efforts associated with Intelligence Warfighting Function (IWfF)mission areas. The USAREUR-AF TMISS Team will research, analyze, and produce near- and long-term all source assessments on terrorism / counterterrorism, and multi-discipline counter-intelligence issues in response to CG USAREUR-AF’s priority intelligence requirements and to enable U.S. and foreign partner counterintelligence operations.

More About the Role:

As a CACI SOAS USAREUR-AF  Journeyman CI/HUMINT Operations Management Support  you will embed at Wiesbaden Germany and may travel within both theaters as required, to perform services at locations within the USEUCOM or USAFRICOM AOR or Area of Interest (AOI) to meet mission requirements in both CONUS and OCONUS locations. You will be a member of a team that supports the Intelligence Directorate of the Army Component Command of both the US European Command and US Africa Command.

These positions are contingent upon SOFA approval or commensurate work-Visa requirements at the primary place of duty. Employee must be willing to work shifts, overtime, and/or deploy to austere or hostile fire zones as required.

Other duties of the Journeyman CI/HUMINT Operations Management Support will include but are not limited to:

  • Provide support to the G2X ACE (Analysis and Control Element) in CI and HUMINT collections and requirements management.

  • Generate CI and HUMINT reporting metrics, including tracking intelligence information reports (IIR), received Source Directed Requirements (SDRs), answered SDRs, Intelligence Collection Requirement (ICR) and Priority Information Requirement (PIR) coverage in reporting, ICR and PIR addressed by reporting, received evaluations, and citations in Finished Intelligence (FINTEL), utilizing reporting and intelligence databases.

  • Manage the current active and tasked requirements list, coordinating with higher-echelon commands and aligning with PIR.

  • Task CI and HUMINT requirements in management systems and develop Operating Directives per collection element to provide collection guidance.

  • Generate topical reporting reports for analysts at all echelons based on functional codes and requirements for evaluation. Provide feedback on evaluations to collection platforms.

  • Track the locations of collection elements and contribute input to the Collection, Management, and Dissemination (CM&D) section.

  • Regularly coordinate requests for information (RFI) with the USAREUR-AF G2X and provide updates to CM&D regarding future CI and HUMINT collection locations, policy, authorities, and capabilities.

  • Develop and regularly update the current CI and HUMINT Common Operating Picture (COP), which includes collection element locations, approved authorities and missions, tasked requirements and PIR focus, and collection metrics.

  • Review source dossiers in the source system of record to ensure compliance with USDI, DIA, COCOM, and USAREUR-AF regulations and policies governing source management.

  • Manage access to the source system of record for all collectors and unit source managers.

  • Review source dossiers for contact messages (CM) related to intelligence information reports (IIR) and ensure the presence of a CM linked to all IIRs.

  • Review contact messages for minimum content and abnormalities and notify CI or HUMINT operations managers of any deficiencies.

  • Manage the source review board (SRB) schedule and compile relevant information.

  • Provide source summary to ICW G2X Collection Manager and CI/HUMINT Operations Analyst as required.

  • Maintain lists of sources requiring reviews.

  • Track unit source reviews, ensuring compliance and completion.

  • Conduct audits of current, active sources for compliance with regulations and policies on a monthly basis and as needed.

  • Provide a weekly report on source metrics, actions, and deficiencies.

  • Manage source numbers, including conducting drop and transfer of sources.

  • Review and take appropriate action on drop notices.

  • Process national agency checks and deconflict information.

  • Request source numbers and maintain the source management SOP.

You’ll Bring These Qualifications:

  • BS/BA and 10 Years experience supporting CI / HUMINT Mission Area

  • Current TS-SCI Clearance

  • Excellent Verbal and Written communications skills

  • Marine Air-Ground Task Force – CI/HUMINT (MAGTF-CI), or Source Operations Course (SOC), Defense Advanced Tradecraft Course (DATC), other AR 381-100 recognized HUMINT Category I/II certification courses

These Qualifications Would be Nice to Have:

  • Recent experience supporting Army Theater Counterintelligence Coordinating Authority (ATCICA)

  • Possess knowledge or have experience as a HUMINT Collectors/CI Agents (35M, 351M, 35L, 351L, MAGTAF-CI, CISOC, SOC, or DATC); or specialized U.S. military intelligence experience for HUMINT Collectors/CI Agents (35M, 35L, MAGTAF-CI, SOC, or DATC required).

  • Be familiar with all CI/HUMINT-related source management regulations, the DCHEM Vol. 1 and 2, and be able to communicate effectively via email or phone with multiple IC partners.

  • Possess a high level of proficiency with CI/HUMINT programs of record systems

The proposed salary range for this position is:

$68,400 - 143,700 USD
