SEA 00U/SEA 05TU UARC Financial Management Requirements

Responsibilities


Successful candidate shall provide the following support to SEA 00U/SEA05TU, the University Affiliated Research Center Program Office:

  • Financial / Acquisition Management Support


Contract Execution and Management:

Track and review of task documentation; enter initial task data in SEA 00U data base; route documents to contact managers; assist contract managers with creation of task files for central SEA 00U file system; assist contract managers with research of customer acceptance notifications on task orders; maintain central files for all universities; provide data entry for approved tasks sent to contracts; and provide data entry for obligation of approved tasks placed on contract.


Data Base Maintenance and Programming for New Report Requirements:
Conduct daily file close-out and backup; establish new file structures as required; resolve system problems; track documents in EDA (Electronic Data Access); maintain and manipulate information in the CDMS (Corporate Document Management System) for the UARC Team (SEA 0IP, 02, 05, 00L and the University Labs); and program for new reports or ad hoc reporting requirements.

Develop and Provide Cyclic Reports:
Develop weekly financial status reports; monthly sponsor status reports; task status reports for the weekly status meetings with each University; management reports such as the timelines of execution and financial status reports; financial execution reports; ad hoc reports as required; DDR&E (Director of Defense Research and Engineering) data calls; NSF (National Science Foundation) data calls; and research and development cost estimates.

Task Close-out:
Monitor task close-outs; research data base and files to identify tasks that should be closed- out; identify the technical point of contact for the task; draft letter to the technical point of contact requesting confirmation of the task close-out and acceptability of deliverables; maintain a central file for each UARC of closed tasks; and prepare draft report and documentation for final contract close-out.


Qualifications


Required:

  • Successful candidate will have a strong working knowledge of Microsoft Office software Word, PowerPoint, Excel, Outlook and Teams.
  • Experience working with databases, ideally Navy databases such as Contract Data Management System (CDMS) and Electronic Data Access (EDA). An understanding of the Planning, Programming, Budgeting, and Execution (PPB&E) system with an emphasis on the contractual execution process from submission of Task Order, to putting order under contract, to monitoring task order performance, to task order close out.
  • Currently hold a Secret clearance.
  • There will be significant on the job training for this position.


Desired:

  • A strong working knowledge of Naval Sea System Command policies, procedures, and processes.

The proposed salary range for this position is:

$60,100 - $123,300
