Job Description:

GDIT has been supporting the NIH mission for 25+ years; working with the agency to provide integral services to enable research and advance health outcomes. Working with GDIT, you’ll play an important role in providing the technologies and services that researchers and health professionals depend on, every day.

GDIT is seeking a Sr. Program Manager to join our program supporting the biomedical research community for our customer with the National Institute of Allergy and Infectious Diseases (NIAID) at the National Institutes of Health. As a Program Manager supporting NIAID, you will be trusted to manage a complex program with many technical teams spanning platform hosting services, network engineering and cybersecurity support services, and a vast array of IT support and technologies.

Please note that this role is primarily remote; however, you must be within commuting distance to Rockville, MD for meetings at least 1x a week.

RESPONSIBILITIES:

Program Leadership and Management:

  • Single POC for Contractor activities Leading the program and setting the strategic and operating plan
  • Manage all contractual, technical, and operational aspects of the program from inception to completion.
  • Leadership qualities that translate into business outcomes – specifically around team building and cohesion, client relationship development, and strategic thinking around enterprise business matters
  • Monitor program performance, identify, and recognize program performance issues and develop resolutions to meet productivity, quality, and client satisfaction goals and objectives.

Financial Management

  • Ensures proper planning and forecasting amongst all contracted IT services, delivery teams, and subcontractor partners for profitability and revenue growth of program.
  • Manage the project procurements including Purchase request (PR) and Purchase Order (PO), invoice management

Customer Engagement

  • Ensure consistent and proactive communications with government leadership throughout the contract’s period of performance.
  • Establish and maintain positive relationships with the customer, develop a deep understanding of customer's existing and future needs, and serve as a trusted advisor.
  • Perform customer outreach to develop trust, determine emerging needs, and provide transparency in reporting and visibility into all aspects of service delivery

Team Management

  • Provide leadership, supervision, and guidance to all GDIT and subcontractor personnel.
  • Coordinate and monitor activities and ensure deliverables are provided per contract requirements.
  • Coaches, mentors, motivates, and supervises project team leaders and members. Influences them to take positive action and accountability for their assigned work (i.e. staffing, training, professional development)
  • Manage employee relation actions as appropriate and in coordination with GDIT HR
  • Engaging the leveraged services arm of the company to bring our capabilities in cloud, infrastructure, health, science, data, AI/ML and related services to existing and potentially new clients

WHAT YOU’LL NEED TO SUCCEED:

Required Skills and Experience:

  • Bachelors degree plus 10+ years of professional experience or equivalent education and experience
  • 8+ years of experience managing large IT hosting, network, and cyber programs
  • Demonstrated experience leading a team to implement program measures and metrics, tracking and analyzing risks, and implementing risk reduction measures
  • Experience developing, leading business and technical briefings for senior and executive management that clearly communicate objectives, approaches and value
  • Understanding of the complexities associated with the delivery of services, to include but not limited to the program task areas including cybersecurity, networking, cloud, engineering and support services
  • Knowledge of federal security and compliance requirements for service delivery solutions
  • Must be within commuting distance to Rockville, MD to attend weekly meetings
  • Ability to obtain and maintain a Public Trust

Desired Skills and Experience:

  • Experience with HHS agencies
  • Program Management Professionals (PMP) or equivalent certification
  • Experience managing programmatic risks for large service delivery and infrastructure projects including tracking dependencies and issues to ensure timely resolution
  • Should have practical experience with industry best practices as articulated by, but not limited to, the Project Management Institute (PMI), Lean IT, Agile practices, as well as DevOps and ITIL, as appropriate
  • Demonstrate knowledge of the most current ITIL and ITSM standards; certifications may be required within 3 months of hire, if not already held
  • ServiceNow understanding a plus

The likely salary range for this position is $148,750 - $201,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
