Leidos has an immediate opening for a Senior International Trade Classification Specialist to join our Corporate Legal team. As a member of the Corporate International Regulatory Compliance (CIRC) team, you will support the CIRC team to continue the development, implementation, and management of the Leidos international trade classification program.

This position is based out of our Reston HQ facility and will require the candidate to be onsite daily.

Key Roles:

  • Lead in Leidos international trade classification process and review of jurisdiction and classification analyses (JCA) subject to Export Administration Regulations (EAR), classification of Harmonized Tariff Schedule numbers and Schedule B numbers, and Country of Origin (COO), for Security Enterprise Solutions (SES) business area.
  • Regularly maintain, update, and check for accuracy/completion the Leidos corporate export control database of international trade classifications, for SES business area. Maintain auditable records of all documents pertaining to import and export classifications.
  • Partner with Leidos stakeholders in SES business area – e.g., International Trade Management, Traffic/Logistics, Engineering, Contracts, Procurement/Global Supply Chain, Subcontracts, and Program Execution -- to validate and advise correct international trade classifications to support business execution of compliant international export and import activity.
  • Routinely update, flag issues, and report to CIRC on current and potential export controls matters/issues.
  • Review purchase requisitions and purchase orders to identify potential export and/or import risks, coordinate and collect supplier export classification information, and pro-actively find solutions to potential issues.
  • Self-assess prior exports by reviewing shipment documentation – commercial invoice, SLIs, EEI/AES filing, other relevant documentation – for consistency with export licensing/regulations and international trade classifications. 
  • Assist as needed with general export compliance training, briefings, and required processes.
  • Assist as needed in the development and continuous improvement of international trade program under direction of CIRC.

Basic Qualifications:

  • Bachelors in Engineering, Science, Business Administration, or related business or technical field.
  • Candidates should have 4+ years of experience in International Trade Compliance in a publicly traded company, government sector, or private firm, specifically supporting classification processing of EAR ECCNs, HTS/Schedule B numbers, and COO.
  • Proficient with Microsoft Office including Word, Power Point, and Excel, and capable of quickly learning and navigating new systems as needed.
  • Excellent people skills and time management.
  • Excellent communication and presentation skills, and professional presence and ability to interact effectively.
  • Demonstrated track record of being proactive, managing multiple projects simultaneously, and focusing on critical priorities while working collaboratively and independently.

Preferred Qualifications:

  • Prior experience at a Fortune 500 company supporting the compliant business execution of a high frequency of EAR-controlled shipments.
  • Engineering background in product development, production, or technical support services.
  • Familiarity of multiple aspects of International Trade Compliance programs (outside of classifications), such as navigating Customs/logistics in US and non-US locations, license drafting and management, and/or recordkeeping compliance with International Traffic In Arms Regulations (ITAR) and Foreign Asset Control Regulations (FACR). 
  • Understanding of industry standards and best practices of International Trade Compliance programs.
  • Knowledge and experience with government export licensing and enforcement agencies (BIS/DDTC/Customs).
  • Preference for a licensed customs broker or a certified customs specialist.

Pay Range:

Pay Range $68,900.00 - $124,550.00
