Job Description:
The Associate Construction Project Manager (CPM) is responsible for construction management oversight of projects supporting Cal Water’s Engineering, Capital Delivery team whose primary function it is to provide engineering services and support to safely execute high quality capital projects on scope, schedule, and budget. The CPM supports the PM in the projects construction phase and reports directly to the Construction Program Quality Manager within the Project Support Services, Capital Delivery team to provide focused, construction phase project leadership and support working with Capital Delivery Engineers, outside consultants and water system operators. The role serves as the construction manager during the construction phase and coordinator for multiple concurrent complex projects throughout the State of California and is responsible for construction project quality, safety, schedule and budget performance per contract requirements. The CPM plans, organizes, supervises, and reviews the work of assigned internal and external professional / technical staff and vendors under contract to complete project construction. The position also manages the commissioning, acceptance and project closeout activities and supports in the overall construction management program development. The position supports the PM in construction stages and reports to the Construction Program Quality Manager and is located in San Jose, California.ESSENTIAL FUNCTIONS:
Working with the overall project PM, manages the construction phase of assigned projects using in-house staff, consulting firms and construction contractors.
Works with other stakeholders to establishes the scope, of CM Services and Inspections, and administers and manages agreements for geotechnical services, construction management, inspection and other specialty services during construction phase.
Manages permit coordination in the field including coordinating inspections, signoffs and closeout of permitting obligations working with the project manager.
Manages field coordination with all third party utility connections (power service) needed onsite to include monitoring schedule, escalating and resolving delays to avoid impact to project schedule.
Performs difficult and complex field assignments involving the development, execution, supervision, and coordination of all technical aspects of a construction project.
Conducts meetings with internal Cal Water departments, overall Project Manager, architects/engineers, consultants, construction managers, contractors, subcontractors, local officials and other project stakeholders including the public as required to coordinate all aspects of the construction phase of a project.
Supports the PM, as needed, in the preparation and receipt of bids and bid review for recommendation of award.
Working with internal and/or external resources, conducts design plan constructability reviews.
Manages construction phase issue resolution applying judgment on construction related problems and trouble shoots towards resolution.
Monitors progress of work by contractors for the purposes of reviewing and providing approval recommendations to project’s PM on monthly progress payment applications or invoices; prepare documents for recommendation and authorization for payment.
Working with the Project Manager/Engineer, Administers construction contracts, including negotiating with contractors. and issuing change orders authorized by PM or when necessary, directly authorize if immediate field decisions are needed up to authorized limits. Reviews work to ensure compliance with plans, specifications, schedules and budgets.
Enforces compliance with plans, specifications, bid documents, and contract provisions.
Working with the Project Manager/Engineer reviews and recommends responses to submittals, RFIs, and other project correspondences.
Prepares and administers non-compliance notices for completed work not conforming to contract requirements.
Maintains or oversees the maintenance of thorough project documentation and project files.
Performs site visits, quality assurance inspection of the contractor’s work to confirm compliance with contract requirements.
Ensures that inspection plans, tests and inspections are performed, witnessed, and documented in accordance with approved procedures.
Interprets, analyzes, and ensures compliance with relevant laws, rules, contracts, ordinances, regulations and guidelines.
Responsible for construction phase safety compliance and supports a strong safety culture. Confirm that Contractor’s safety programs and documentation are submitted and adhered to by project participants.
Prepares and presents clear, concise, and competent reports and communicate effectively both in writing and verbal. Produce meeting minutes, action items and deficiency logs.
Builds and maintains professional working relationships with other Cal Water departments, vendors, jurisdiction having authority and the public using principles of good customer service. .
Supports the PM and Construction Program Quality Manager to analyze and supports in the negotiation of proposed changes and claims.
Maintains current and timely change order management, documentation and reporting for approval by others, as required.
Monitors construction work progress and drives schedule recovery and work plan adjustments with the Contractor to achieve schedule commitments.
Participates and supports development of Cal Waters Construction Phase Project Delivery processes and procedures.
Assists in the development of long-range vision, mission, and strategic planning processes for the Capital Delivery Construction phase team.
Provides recommendations and supports in the improvement of construction program policies, procedures, processes and guidelines.
Participates in and supports the Company’s Continuous Improvement program and projects
Performs other duties as assigned, as appropriate for the classification.
Maintains communication with project’s PM, adheres to PM guidelines and direction.
Minimum Qualifications:
Bachelor of Science degree (4 year) in Engineering, Construction Management or related field from an accredited college or university. An Engineer in Training certificate from the applicable state would be considered equivalent to graduation.
Valid California Class C Driver’s License.
Registered as Professional Engineer in the State of California (PE).
Advanced journey level engineering work experience.
Successfully completes all essential job functions for the functional area and level or demonstrates
the capability to perform
Certification as a Water Distribution or Water Treatment Plant Operator desirable
Project management professional (PMP) certification desirable
Certified Construction Manager (CCM) Certification desirable
Required Knowledge, Skills and Abilities:
Knowledge of general project delivery and management
Experience managing and coordinating contractor construction activities and delivery functions.
Familiarity and/or experience in alternative delivery methods, including but not limited to Design Build, Progressive Design Build and others
Understanding and experience developing Startup & Commissioning plans and administering project closeout procedures.
Understanding of construction inspection techniques in welding, concrete, masonry, mechanical, electrical and geotechnical at proficiency levels as defined in the CPM P level minimum qualifications matrix table
Proficient in Microsoft Office Suite of products, Outlook, Excel, Word and Visio, and experienced with MS Project online and construction management information systems software applications and processes.
Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
Knowledge of project management, including project bidding, budget, and contract negotiations processes
Ability to communicate well, both verbally and in writing,
Ability to understand and write policies, procedures, and instructions
Demonstrated trouble shooting and problem-solving skills
Demonstrated time management and organizational skills
Salary Range: $108,981.80 - $167,613.56
