High level description:

Provide DOT regulatory compliance support for the Southwest Region, Express Platte System, including assisting with external PHMSA audits and advising on regulatory issues.  Work with other Regional Compliance Advisors to address company-wide systemic compliance issues.  Support the Southwest Region with internal compliance accountabilities.

What You Will Do:

  • Lead and facilitate Regulator-led inspections, audits and incident management of Enbridge operations related to Liquids Pipelines.

  • Act as the Enbridge representative with Regulators during inspections, audits, and incidents.

  • Coordinate cross-functional teams involved in preparing responses to information requests related to Regulator-led inspections, audits, and incident management.

  • Develop and organize responses to action items resulting from Regulator-led inspections, audits, incidents management, inquiries, and other notifications.

  • Monitor and continually improve the Enbridge regulatory reporting processes to ensure accurate and timely submissions to regulatory bodies.

  • Manage and facilitate the creation and resolution of corrective and preventative actions in response to Regulator findings related to inspections, audits, and incident management.

  • Liaise with and support Enbridge functional departments (e.g., Pipeline Integrity, Environment, Safety, Regional Operations) on areas related to regulatory reporting.

  • Provide training and guidance as required to key internal stakeholders.

  • With Law, prepare letters and submissions to Regulators with minimal supervision.

  • Assist with the documentation and maintenance of department processes, procedures, and work tools.

  • Coach and mentor junior staff.

Who You Are:

You have the following education and experience:

  • Successful completion of a four-year bachelor degree program with at least seven years of directly related experience.

  • An equivalent combination of education and experience in related field may be considered.

  • A good understanding of computer programs found in a typical office environment.

  • Knowledge of SharePoint, Maximo, and/or Encompass would be a plus.

  • Ability to comprehend and apply Federal and State regulations application to pipeline operations.

Preferred:

  • Ability to comprehend and provide guidance on a diverse range of regulatory, operational, and complex technical issues.

  • Ability to communicate (written and verbal) to a wide variety of people, including employees, all levels of management, and Regulators for technical and non-technical audiences.

  • Ability to establish working relationships with internal stakeholders, Regulators, and external peer groups would be considered an asset.

  • Ability to make responsible decisions not usually subject to technical review in reasonable short order on all matters assigned. May involve technical and/or business analysis or “making a case” for the expenditure of significant resources.

  • Ability to display composure and courtesy when acting as a liaison or Enbridge representative.

  • Strong aptitude for technical and formal writing – position papers, process and procedure documents, functional templates, correspondence to Regulators, etc.

  • Strong attention to detail, particularly as it relates to understanding regulations, technical standard documentation, and internal process/procedure documentation.

  • Proficient computer skills, particularly with the Microsoft Office suite, SharePoint, and other databases and collaboration tools.

Working Conditions:

  • Predominantly office work, with up to 25% to 30% of the candidate’s time, may be spent in the field (with a typical duration of one week or less per excursion).  Candidates will work or interact with a broad range of Company office and field staff, supervisors and managers and Regulator personnel. 

  • Frequently changing priorities and job requirements.  Success will require management of critical deadlines affecting schedule and overall success of company regulatory and compliance initiatives, and corrective and preventive actions.

Physical Requirements:

Included but not limited to: Reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.
