The Central Monitoring & Testing Utility (CMTU) has been established by the Central Control Capabilities function within the Control organization. Its mandate is twofold: to assess adequacy and effectiveness of controls for the enterprise, and to execute Call Listening controls for U.S. Personal Banking (USPB).

The CMTU comprises of three functions: (1) Assessment & Monitoring, (2) Central Execution, and (3) Strategy, Governance & Automation. The Assessment & Monitoring function is structured to align to the front-line units with three Leads: (1) Lead for USPB, CGW, and Common, (2) Lead for Markets, Services, Banking / International, and Client, and (3) Lead for Global Functions - O&T, Finance, HR, COO, and ESPA.

The Assessment & Monitoring Leads are responsible for assessing the design of controls and for designing the M&T solutions required to assess whether the controls have been effectively executed. When potential control execution failures are observed through the execution of the M&T solutions, the Assessment & Monitoring Leads engage with the relevant Process / Global AU Owners, and Control Heads to confirm the failures and provide advice on remediation plans. The Assessment & Monitoring Lead for USPB, CGW, and Common Controls is also responsible for executing Call Listening controls for USPB.

The Central Execution Lead is responsible for the execution of the M&T solutions in accordance with the procedures designed by the Assessment & Monitoring Leads. The Central Execution Lead is also responsible for the day-to-day oversight of local staff that supports the Assessment & Monitoring and Strategy, Governance & Automation functions.

The Strategy, Governance, and Automation Lead (hereafter referred to as Lead) will be responsible for defining the strategy of the CMTU, driving its development, designing its underlying activities, and facilitating its day-to-day operation.

The role requires excellent communication skills and executive presence in order to influence a wide range of audiences, including senior leadership and external regulators. It involves the development and deployment of strategic plans, as well as continuous execution of critical activities and ongoing enhancements of effectiveness and efficiency.

The Lead has full accountability over multiple teams, including management of people, budget and planning; has authority to negotiate and make independent decisions on issues/activities that have critical impact or influence on company revenues, capital or business operations. The primary responsibilities include:

  • As Global Process Owner for Monitoring and USPB Process Owner for Call Listening, to fulfill all the responsibilities dictated by the policy; this includes driving the development and adoption of the relevant GPMPs.
  • To develop M&T and Call Listening strategy in alignment with the Transformation Program, build the implementation plans for the CMTU, and oversee its implementation; this includes providing project management support to the Assessment & Monitoring Leads.
  • To design the M&T Procedures and the operational processes to implement said procedures; this includes the design of controls to ensure the execution of the operational processes in alignment with the procedures.
  • To design the architecture for the M&T and Call Listening eco-system; this includes maintenance and continued enhancements of the M&T platform (QUEST) and its integration in the broader Citi Risk & Control (CRC) eco-system.
  • To develop key performance indicators across design, execution, and success for M&T and Call Listening activities; to partner with Assessment & Monitoring Leads to assess the performance of the CMTU and to determine enhancement opportunities.
  • To ensure robust issue management discipline for owned issues and to facilitate oversight for all owned CAPs & milestones in non-owned issues; it includes coordinating deliverables to Internal Auditors and Regulators in the course of exams and issue validation activities.
  • To ensure robust HC and expense management discipline, coordinating the budget process and providing regular progress reports; to coordinate investment requests and to monitor execution against approved budgets.   
  • To support robust capacity planning, driving efficient resource and location strategy; it includes building training material and driving talent development programs, ensuring resilience of key processes, and executing oversight of 3rd parties.
  • To design and manage governance structures for the CMTU; this includes the development of management reports for the Assessment & Monitoring Leads, Central Execution Lead, senior leadership, and external stakeholders.
  • To facilitate the prioritization and drive the development of automated tools for M&T and Call Listening solutions e.g., exception reports, BOTs, ML models; it includes assessing and piloting new technologies for continued enhancement of the toolbox e.g., GenAI.
  • To design, execute, and report the monitoring activities for USPB Call Listening controls, which are executed within the Assessment & Monitoring Unit for USPB, CGW, and Common Controls.

Qualifications

  • 15+ years of experience, including 10+ years of managerial experience leading high-performing teams that operate across multiple functions and geographies.
  • Extensive experience in designing & executing processes with timeliness and quality; proficient in developing new ideas and ability to prioritize investments to improve processes.
  • In-depth knowledge of the operational & compliance risk management framework (Manager’s Control Assessment) and experience in design and/or assessment of controls.
  • Strong analytical skills; ability to ask insightful questions, break down challenges into workable components, and draw meaningful conclusions.
  • Excellent communication skills and executive presence, in order to influence a wide range of audiences including senior leadership and external regulators
  • Experience overseeing large HC / Expense budgets and driving investment requests through design and prioritization.
  • Strategic thought leadership to develop and execute against a plan, effectively driving change across the organization. 
  • Consistently reads different situations accurately and takes appropriate action to secure the commitment of the stakeholders.

Education

  • Bachelor's/University degree is required; Master's degree is preferred.
