JOB SUMMARY

ONEOK is looking for a Pipeline Regulatory Analyst for the Engineering Quality Assurance department focusing on execution of newly developed DOT Pipeline Construction quality assurance program for Natural Gas Liquids Pipeline construction activities. This position will be responsible for performing quality reviews on all in-flight Natural Gas Liquids Pipeline construction projects to ensure that engineering and design, material specifications, construction, testing and inspection required information is complete and accurate or traceable, verifiable and complete (TVC) with applicable external regulations and internal requirements and practices. This position will also ensure core pipeline data from construction is received timely, reviewed and stored in correct approved formats, repositories/PODS and made available to ONEOK Operations employees. Seeking energetic, detail oriented, problem solver that strives to collaborate with teammates and internal customers to benefit ONEOK. This candidate will have demonstrated experience in researching, analyzing and documenting results as well as improving processes and procedures resulting in repeatable outcomes. This candidate will routinely work with business unit project engineering, drafting, GIS, operations information management, and Operations groups.

Job Profile Summary

The Pipeline Regulatory Analyst I collects and analyzes data, develops reports, and utilizes data generated from multiple compliance data sources to research and assist with preparing recommendations related to regulatory pipeline safety changes for: Control Room Management (CRM), Public Awareness Program (PA), Maximum Allowable Operating Pressure (MAOP) and (MOP) Establishment and Reconfirmation processes, Operator Qualification Program (OQ) and other DOT compliance programs.

Essential Functions and Responsibilities

  • Work with the appropriate departments to revise/develop tools necessary to support CRM, PA, OQ and other data analysis
  • Gather information and assist in drafting responses to discovery or data requests
  • Compile information in preparation of Federal and State regulatory audits and inspections
  • Read and understand agency orders and regulation changes and apply to data analysis requirements
  • Research and assist with preparing recommendations relating to agency orders. Assist in preparing communications to inform, educate or advise internal customers on regulatory issues, answer questions and respond to requests for information
  • Analyze, compile, and/or prepare information on the following topics, including but not limited to:
    • Alarm Management
    • Fatigue Management
    • Change Management
    • Regulatory Reports / Responses
    • Training / Supporting Documents
    • Coordinate responses to data requests
    • Program Metrics for Public Awareness
    • Construction records
    • MOP/MAOP records
    • Pressure Test records

  • Assist in reviewing training materials from internal and external sources
  • Participate in monthly and annual program reviews related to DOT Compliance and procedure revision
  • Analyze key metrics and assist with developing strategies for improvement and/or mitigation
  • Maintain a documentation and records system to demonstrate compliance with management requirements, including training plans
  • Build and maintain a close working relationship with pertinent operations personnel, management and regulatory groups

Education

  • Bachelor's Degree in Business or related discipline preferred or a combination of formal technical/education and the following experience

Work Experience

  • Experience reading and interpreting internal and external correspondence, governmental regulations and reports
  • Experience in use and function of office equipment including computers and applicable software
  • Experience analyzing, researching and preparing applications, supporting documentation, reports, exhibits, data requests and/or correspondence
