The Central Trade Compliance Officer will be a key and senior member of Hitachi Rail’s compliance function that is responsible for delivering a compliance programme for the Rail business unit, consistent with the rapidly evolving compliance landscape within the Hitachi Group.
This role, reporting into Hitachi Rail’s Chief Compliance Officer, will work closely with the wider Hitachi Rail Legal, Contracts & Compliance team globally, as well as the Compliance teams of Hitachi Group and its affiliates. The role will require agility in navigating the organisation, and an ability to positively influence and secure stakeholder buy-in with clear and concise communication.
Beyond collaboration within Legal, Contacts & Compliance, regular interaction and partnership with colleagues in Engineering, Operations, Sales/Commercial, Procurement, Logistics, Finance, and Internal Audit should be anticipated.
From the outset, this role will be expected to strategically lead the development, implementation, and strengthening of the trade compliance programme, its policies and procedures, and operational aspects of trade compliance in accordance with law and regulation across multiple jurisdictions for Hitachi Rail’s Ground Transportation Systems entities.
The successful candidate, to be based in [EUROPE (France, Germany, UK, Spain, or Italy)], will be an empowered member of the Compliance team with global technical remit to lead specifically on strengthening and leading all aspects of the export and trade compliance programme for Hitachi Rail GTS.
This role will focus on leveraging demonstrated expertise in global export and international trade compliance controls to develop the programme and ensure compliance as it relates to product classification as well as restrictive measures (embargos) and economic sanctions (sanctioned parties) applicable to the import, export, re-export of goods and technologies as applicable to the Hitachi Rail GTS portfolio of products and services.
The role will also have global oversight on trade controls licensing-related processes, documentation management, and relationship management with relevant authorities.
Key Responsibilities:
- Support the Chief Compliance Officer by leading and developing a “best-in-class” export and trade compliance programme, promoting ethical behavior and building a strong “compliance culture” from management downwards as it pertains to export and trade compliance for the Hitachi Rail GTS portfolio and the wider Hitachi Rail perimeter.
- Deliver high value-add expertise to the business by ensuring regulatory horizon scanning and actionable advice to stakeholders. Ensure procedures are updated timeously if there are changes to applicable laws and regulations. Ability to interpret and ensure compliance with any applicable legal or regulatory developments globally.
- Regular and frequent self-assessment to identify gaps and create corrective action plans that will support trade compliance across all Hitachi Rail GTS entities, products, and the portfolio.
- Partner to deliver on an integrated post-acquisition export and trade compliance programme across the combined Hitachi Rail perimeter.
- Play a key role in cross-functional communication and influencing, building relationships and counselling and advising stakeholders on export, trade control, and sanctions risks, among others.
- Develop and deliver advice, communications, templates and tools, setting and monitoring KPIs, and delivering on key processes related to export and trade compliance.
- Ensure compliance across Hitachi Rail GTS with Hitachi Group Corporate Export Regulation Department (CERD) requirements and notices and maintain and build effective engagement with CERD.
- Develop and mature trade compliance manuals, policies, procedures and processes and verify the consistent application of related requirements by partner functions in Engineering, Commercial/Sales, Procurement, and Logistics.
- Deliver targeted training to a global workforce, with a particular focus on first line of defense functions and departments to manage and mitigate risks and ensure no violations of relevant laws, sanctions regimes, or export regulations.
- Partner with relevant functions to ensure product classification in relevant tools and systems, specifically in critically reviewing and accurately classifying dual use technology products per relevant European and US regulations.
- Conduct assessments and audits of the Export and Trade Compliance Programme in partnership with internal and external auditors and Hitachi Group stakeholders as required.
- Maintain and ensure compliance with all elements of EU Regulation and US Export Administration Regulation (EAR) requirements.
- Maintain and build relationships with relevant local authorities responsible for issuing export licenses throughout core Europe markets where we operate (France, Germany, Spain, UK, Italy, Portugal), the Bureau of Industry and Security (US), and other authorities when required per business needs.
- Collect relevant documentation and prepare submission files for obtaining authorisations/licenses from relevant, competent authorities and ensure compliance with all legal and regulatory requirements for submission files. Respond and follow-up on any queries from relevant authorities.
- Maintain a global export license registry that tracks all licenses issued to Hitachi Rail globally.
- Verify the consistency of the documentation prepared during the export, re-export, and re-transfer of Dual Use Export Controlled goods with respect to the authorisations/licenses issued by competent authorities.
- Escalate and report to the General Counsel and Chief Compliance Officer immediately on any potential violations of the regulations on the export, re-export, and transfer of products.
The Candidate
It is our expectation that applicants should possess the following qualifications and experience:
- Advanced Degree in Law, Finance, Engineering or other relevant professional qualification.
- A minimum of 10-15-years’ combined experience as a practicing, expert trade compliance professional in global business, directly managing a global export and trade compliance programme.
- Has managed a significant part of an export and trade compliance programme for an international company, with demonstrated knowledge of the core European regulatory landscape as well as other key global legal regimes regulating export controls and sanctions.
- Demonstrated experience and understanding of EU Regulation, and US Export Administration Regulation (EAR) with an ability to implement a programme that ensures full compliance with all regulatory requirements. Familiarity with ‘Authorized Economic Operator (AEO)’ certification.
- Ability to interact with senior government officials and well as senior internal stakeholders.
- Demonstrated experience in submitting export license authorisation requests to competent authorities.

- Highly proficient in IT tools such as Word, Excel, Power Point.
- Fluent in English. Additional European language skills (French, Italian, German, Spanish) would be highly advantageous.
