The Tactical Space Division (TSSD) is a strategic partner specializing in commercial and classified partnerships with the design, delivery, operation and sustainment of satellites and human spacecraft. We support science and space exploration through our various partnerships, including NASA’s Artemis program with the goal to return humans to the Moon in 2024 and the TESS (Transiting Exoplanet Survey Satellite) program that has discovered more than twenty confirmed plants.  Recognized as an industry leader, we also develop highly specialized space and satellite components.

Northrop Grumman Space Systems is seeking a Program Planning and Schedule Control Manager 1 or 2 to join our team of qualified and diverse individuals.  This position is located in Gilbert, Arizona.

As a manager of a professional program planning team, the selected candidate must demonstrate mastery of the scheduling discipline, as well as the leadership qualities necessary to foster collaboration and trust among team members and the programs they support. In this position, the manager must understand the detailed responsibilities of their team; demonstrate high caliber leadership skills; and drive top performance through subordinate management, employee, and customer engagement. 

The candidate selected must possess proven capability to build and lead cohesive teams, promoting a culture of teamwork and collaboration and demonstrate experience in developing team capabilities in mentoring individuals to achieve their full potential. The focus will be twofold: 1) mission success through quality deliverables and proactive vision and 2) enrichment of the employee experience through mentoring, training, and encouragement. 

In this role, the selected candidate will be expected to perform and provide oversight, training and support in the following areas:

  • Act as the organizational lead to initiate a collaborative campaign across the equivalent levels of management related to your team – PM, CAM community, technical management, business management.
  • Advocate for your team and their products and ensure business rhythms support necessary skills and time to produce best products possible with ability to generate excellent metrics and forecast abilities.
  • Ensure major projects, program schedules and plans are horizontally and vertically integrated across company functional groups including finance, engineering, material, manufacturing, and quality.
  • Track plans and schedules, perform risk analysis, identifies and resolves critical path and network logic conflicts.
  • Utilize Gantt, PERT, milestone charts, earned value management and other project management techniques to assess progress and identify performance variances to facilitate focus and intervention on critical areas.
  • Prepare, develop and coordinate the Integrated Master Schedule (IMS) to meet all program objectives.
  • Ensure schedule products are compliant with latest Government, Corporate and Sector requirements and cover gaps in process/knowledge within the team organizational structure.
  • Implement scheduling best practices as prescribed by industry to include, but not limited to: IPMR DI-MGMT-81861, Earned Value Management System (EVMS), Critical Path Analysis, Schedule Risk Analysis (SRA), Schedule Performance Analytics and Schedule Health Analysis (DCMA 14-Point, DECM metrics).
  • Drive change management and ensure adoption and acceptance of change (i.e. analytics, process, innovative efficiencies, new methodologies). Strong facilitation skills to lead teams through transition to align with organizational goals.
  • Manage and develop a team of program schedule analysts and reporting managers; hold performance reviews; mentor and coach team members.
  • Conduct/organize new hire schedule analyst training, as well as ongoing/ recurrent training of existing employees as required.
  • Support business development efforts including proposal preparation and schedule creation/analysis.
  • Manage programs to evaluate and execute multiple priorities against ambitious timelines.
  • Advise business managers in integrating project schedules with Earned Value Management.
  • Demonstrate excellent decision-making ability through strong analytical and strategic thinking skills, adept at identifying issues, performing root cause analysis leading to problem solving, finding creative solutions, and implementing systemic improvements to prevent recurring problems.
  • Exceptional verbal and written communication skills, with a demonstrated ability to convey complex information in a clear and concise manner.
  • Demonstrate ability to facilitate constructive discussions and be adept at harmonizing differing perspectives within the team and stakeholders.
  • Track record of enhancing efficiency and productivity within teams, departments, or projects.

This role may be filled at as a Manager 1 or Manager 2 based on the qualifications outlined below.

Basic Qualifications for Manager 1:

  • Bachelor's degree from accredited university with a minimum of 5+ years stated experience OR a master’s degree with a minimum of 4+ years of stated experience OR an additional 4 years of stated experience in lieu of a degree.

Basic Qualifications for Manager 2:

  • Bachelor’s degree from accredited university with a minimum of 8+ years of stated experience OR a master’s degree with 6+ years of related experience OR 4 years of additional experience in lieu of a degree.

Basic Qualifications for both Manager 1 and Manager 2:

  • Experience with manufacturing assemblies and process, and/or hardware/software knowledge.
  • Proficient in MS Project and MS Office Suite.
  • Strong audit analysis experience with Integrated Master Schedules (IMS)
  • Experience using various Earned Value Management System tools such as Deltek COBRA, SSI Tools, etc.
  • High level of skill and experience with performing and interpreting Schedule Risk Assessments (SRA).
  • Experience leading a team, either as a lead, program manager, functional manager, or matrix manager.
  • Familiarity with the NDIA's Planning and Scheduling Excellence Guide (PASEG).
  • Experience in Aerospace and/or Defense programs and familiarity with Integrated Program Management Report (IPMR).
  • Ability to obtain and maintain a Top Secret (TS) Department of Defense (DoD) security clearance with Special Compartmented Access (SCI).
  • U.S. Citizenship.

Preferred Qualifications  

  • Master’s degree in business administration, Science, Technology, Engineering or Mathematics Discipline.
  • PMP, PgMP, PMI-RMP, PMI,SP, PSP certifications.
  • Experience leading a team, either as a lead, program manager, functional manager, or matrix manager. 
  • Current Top Secret (TS) Department of Defense (DoD) security clearance with Special Compartmented Access (SCI).

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Salary Range: $99,400.00 - $149,000.00Salary Range 2: $119,300.00 - $178,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
