Job Overview

This is a Regional Role, overseeing Planning and Development projects across the Country.  The Director will manage a coordinator and a team of outsourced Plannersfor the Eastern Region

  • Provide Planning and Development assistance to the Legal, Real Estate and Construction Departments as part of the Due Diligence process for prospective land transactions.  This typically involves the determination of Municipal requirements (zoning, development fees, off-site costs, restrictions, etc.) and the development of a preliminary design drawings and the review of potential agreements.
  • Manage the design and Municipal approval process for new stores, renovations, conversions, and ancillary developments in Canada. 

Responsibilities:

  • Assemble the appropriate team of consultants (Planning, Traffic, Civil Engineers, Surveyor, Landscape, Architectural and additional consultants based on specific job-related issues) to prepare municipal submission applications
  • Create initial design drawings in conjunction with the consulting team
  • Determination of Planning and Development approvals strategy
  • Co-ordination and execution of all Municipal applications
  • Engage with Municipal Staff, Politicians and Local Ratepayers
  • Make Presentations to Municipal Committees and Council as required in order to advance applications
  • Negotiate the details of all required on-site and off-site municipal approvals with Municipal Staff (Official Plan Amendments, Rezoning’s, Minor Variance)
  • Contribute to and review the preparation of legal municipal agreements (Development Agreements, Site Plan Approval, Subdivision Agreement)
  • Provide support during the Building Permit review process in order to ensure that all Municipal requirements are addressed, and a permit is issued in a timely matter
  • Liase with the Construction Department during the development phase in order to guarantee that the project is completed as per Municipal approval
  • Coordinate with the Construction Department, contractor, civil engineer and the municipality the implementation of all off-site infrastructure improvements
  • Assist the Construction Department during the preparation of all project budgets (A1’s, CE3’s) particularly with the provision of costs related to municipal requirements (development charges/ levies, building permit fees, off-site costs, landscape requirements, etc.)
  • Liase with the Real Estate Department to ensure that all Vendor or Landlord commitments are realized during the development phase.
  • Manage Consultant resources in order to ensure efficiency and the delivery of the Capital Plan

Requirements:

  • 5 years minimum experience in Planning and Municipal Approvals preferred.
  • Member or eligible for membership to CIP.
