About the Position

Dexis is seeking a Program Manager (PM) that will provide program design, research and analysis, and knowledge management (KM) leadership to a team of technical and regional experts with a bureau at Department of State (DoS) handling global security assistance programs, military operations, and defense strategy and plans programming.  The PM will monitor and provide expert guidance to the Team for completing all contract deliverables on time, within budget, and fully compliant with DoS writing style; data management; and other guidance as appropriate and designated by the client.  The PM will lead a team providing a broad range of analytical and AM&E support. Anticipated responsibilities of the contract include desk and field research, data collection and visualization, analysis, strategy development, leadership briefs, interagency coordination, AM&E capacity building, institutional learning, knowledge management, etc. The PM will work collaboratively with Dexis’ home office, the client, and U.S. Government interagency stakeholders; and provide effective leadership in a flexible, dynamic work environment.

This position is contingent upon award and work may be split between the client’s offices in Washington, DC and Dexis’ offices in Arlington, VA.  The PM may be telework-eligible pending approval from the client.

Responsibilities

  • Oversee and lead the day-to-day administration and programmatic aspects of the contract. Lead the team ensuring collaboration, coordination and clear internal team communication.
  • Maintain positive and enthusiastic relationships with the client and relevant DoS and Department of Defense (DoD) stakeholders.
  • Maintain open communication and work collaboratively with Dexis’ Program Management Unit to manage contract compliance adhering to Dexis and DoS protocols and guidance.
  • Ensure deliverables, products, services, and personnel meet government needs and expectations.
  • Develop and maintain a team work plan to effectively operationalize and execute the client’s strategic objectives for this contract.
  • Lead the team’s efforts, convey the clients’ and stakeholders’ knowledge needs and translate those needs into relevant products, tools, and data collection efforts for the Team to execute.
  • Provide high level methodological guidance to Team members’ analytical efforts.
  • Plan and implement site visits for yourself and/or Team members to partner nations in all DoS regional bureaus to gather input from partner nations and U.S. security cooperation offices (SCO).
  • Coordinate with, plan, and implement visits to DoD professional military education (PME) institutions’ alumni events to collect information from partner nation graduates on their PME experiences and provide feedback to institutions on results.
  • Coordinate with the bureau’s Lead Knowledge Manager to ensure all primary and secondary data collected adheres to bureau KM guidance.
  • Lead quality assurance and ensure technical excellence of work of the contract and team; ensure deliverables and products are delivered on time and are of a quality acceptable to both the client and Dexis.
  • Track tasks and deliverables across the contract, working to mitigate risk and ensure the high quality of deliverables and manage workloads of team members.  
  • Keep abreast of trends in the security assistance field.
  • Maintain positive team morale and culture.
  • Other duties as assigned. 

Qualifications

Minimum Requirements

  • A master’s degree in national security, international relations, a social science discipline, or other relevant field.
  • At least twelve (12) years of relevant work experience demonstrating progressively complex responsibilities.
  • At least five (5) years of experience leading teams of multi-disciplinary regional, monitoring and evaluation, data analyst, and/or program management specialists.
  • Expertise in both the IMET and FMF security assistance programming.
  • Proven expertise in U.S. Government security assistance.
  • Highly organized with an ability to structure and track team member progress in work plan software such as MS Planner, Smartsheet, or other.
  • Experience being embedded at DoS or a US Embassy working daily with your client.
  • Experience traveling and representing the U.S. Government to foreign partner nation militaries, while conducting oneself according to the highest professional standards.
  • Ability to craft written products and verbal briefs to a variety of stakeholders, including senior level officials, action officers, academics, partner nations, and the public.
  • Familiarity with KM principles and be able to weigh the comparative benefits of various data management and security methods.
  • Familiarity with research design and analytical principles.
  • Strong written and verbal communication skills.
  • Familiarity with qualitative and/or quantitative data collection and analysis, including key informant interviews, focus group discussions, survey design and execution, and inductive and deductive analyses.
  • Proficient with Microsoft Office products.
  • Current Secret security clearance.
  • Current passport. 

Preferred Qualifications

  • A doctoral degree in national security, international relations, a social science discipline, or other relevant field and at least eight (8) years of relevant work experience.
  • Prior experience with DoS security assistance funds (e.g. ESF, INCLE, NADR, or PKO).
  • Ability to communicate in a language other than English.

When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.

Dexis pay range for this role:
$128,000$160,000 USD
