Key Responsibilities
1. Program Planning & Scheduling Leadership
Develop, own, and govern Integrated Program Master Schedules (IPMS) covering Engineering, Procurement, Construction, Commissioning, and Handover in alignment with site and global standards.
Establish and maintain schedule architecture, including WBS, coding structures, phase gates, milestones, and control accounts.
Lead schedule baseline development, validation, approval, and change control.
Ensure contractor Level 3 / Level 4 schedules are fully logic driven, integrated, and resource loaded where applicable.
Assess schedule constructability and sequencing risks; identify and drive opportunities to optimize timelines and improve flow.
2. Project Controls Governance
Take responsibility for the Program Project Controls Plan, encompassing Planning & Scheduling standards, progress measurement methodology, forecasting and trend analysis, risk and opportunity management, and change and impact assessment.
Ensure consistent implementation of project controls tools, standards, and reporting across all projects within the program.
Act as the primary escalation point for schedule slippage, forecast deviation, and execution risk.
3. Progress Measurement & Performance Management
Define and enforce standardized progress measurement rules, including earned value, physical percent complete, and milestone-based measurement.
Review weekly and monthly progress updates; validate reported progress against site conditions, logic, and quantities.
Develop program-level dashboards and reports emphasizing critical path and near-critical activities, float erosion and trend analysis, forecast completion compared to baseline, and key risks, constraints, and mitigation actions.
Lead recovery planning for delayed scopes and track the efficiency of corrective actions.
4. Risk, Change & Impact Analysis
Maintain the Program Risk Register with time-sensitive risk identification and quantification.
Facilitate schedule risk workshops and mitigation planning with field leads and contractors.
Perform Time Impact Analysis (TIA) for scope changes, change orders, and unforeseen events.
Provide leadership with scenario-based schedule forecasts to support informed decision-making.
5. Stakeholder & Interface Management
Interface closely with Construction Managers, Project Managers, Engineering and Procurement teams, external contractors, planners, and senior leadership.
Translate complex planning and schedule data into clear executivelevel insights and recommendations.
Support executive reviews, gate approvals, milestone readiness assessments, and program governance forums.
6. Tools, Systems & Continuous Improvement
Take ownership for scheduling and project control systems (e.g., Primavera P6 and enterprise PMIS).
Ensure schedule data integrity, audit readiness, and compliance with internal and external standards.
Drive continuous improvement in planning practices, templates, metrics, analytics, and lessons-learned deployment.
Required Qualifications
Bachelor’s degree in Engineering, Construction Management, or a related field.
Over 10 years of experience in construction project controls, planning, or scheduling on substantial, intricate capital projects.
Proven expertise in master planning and multi-project scheduling.
Advanced expertise in Primavera P6 and fundamental project controls techniques.
Demonstrated ability to influence senior collaborators using schedule-driven insights.
Preferred Qualifications
Experience managing project controls at program or portfolio level.
Background in semiconductor, data center, or high-tech industrial construction environments.
Exposure to scheduled risk analysis and advanced forecasting techniques.
