Job Summary

• The purpose of this position is to provide project, planning, and project financial management support and services to all (7) FIRs (Flight Information Region).
• This position coordinates the planning, monitoring, and control functions in support of OPEX and CAPEX projects that are planned and implemented by Construction and Facilities Services. This includes providing technical and financial guidance and coordination in the planning, development, implementation and monitoring of the national capital program, facilities maintenance projects, programs, and initiatives.

Key Accountabilities:  

  • Prepare, analyse, update and monitor national master project schedules, critique baseline in collaboration with stakeholders, in order to determine specific objectives in terms of timelines and schedules for each Flight Information Region (FIR) of activity: engineering, procurement, construction and commissioning.
  • Develop key project controls requirements as it relates to scheduling for all FIR’s at the national level and prepare critical path analysis, look-ahead schedules, activity, and milestone variance for the national program using Project Management software.
  • Work directly with all PMs throughout the project lifecycle to keep accurate project information, while ensuring follow-up and integration of all changes made related to the schedule.
  • Provide control through regular updates in collaboration with the project team while identifying any discrepancies and causes thereof in order to explain delays, recommend corrective measures and/or adjustments to the project planning and escalate project related issues to Senior Management.
  • Analyze and prepare monthly reports including narratives on assumptions, constraints, risks, financials (operational and capital expenditures), resources and overall progress. Metrics include Critical Path, Earned Value, EAC variance, Critical milestones movement, KPIs & labor forecasts. Analyze the data in these reports to identify trends, risks, and issues & work with the Core Team to resolve them.
  • Coordinates all front-end documentation and reporting such as: Environmental, Occupation Safety and Health and Life safety programs ensuring all legislated/regulatory, and code requirements.

Job Requirements

Education:

  • College or University technology/Engineering degree or equivalent technical experience.
  • Associate’s Certificate in Project Management is an asset.
  • Preference will be given to candidates with education relating to project management.

Experience:

  • Must have 5-7 years of construction related experience working directly as part of a project team in the project planning role.
  • Must have experience in legislative requirements related construction and facilities projects.
  • Considerable experience with various building systems and equipment related to maintenance and installations.

Knowledge:   

  • Working knowledge of project controls and planning preferably in the field of Facilities and Infrastructure management.
  • Working knowledge of project management theories, and principles, to perform project planning, analysis, and reporting.
  • Extensive knowledge of architectural and engineering (civil, structural, electrical, mechanical) technologies.
  • Extensive knowledge Environmental, Occupational Safety and Health, Life safety programs; the various types of ANS facilities; applicable Federal, Provincial and Municipal codes, regulations, and standards.
  • Technical knowledge related to the various types of ANS facilities.
  • Knowledge of Project Management documentation, software, tools, and techniques.
  • Knowledge of general business practices including budgeting, forecasting and variance analysis.
  • Working knowledge of financial software tools; Workday, iPlan.
  • Working knowledge of industry construction management software.
  • Working knowledge of contract/procurement process.
  • Working knowledge of MAXIMO software.
  • Extensive knowledge of Sharepoint.

Abilities:   

  • Ability to proficiently use Microsoft Office Suite and Internet applications.
  • Ability to proficiently use Microsoft Power BI software and data mining techniques.
  • Ability to proficiently use project management software.
  • Must be able to develop and implement plans, procedures, and processes to accomplish a goal.
  • Possess the functional and technical knowledge and skills to do the job at a high level of accomplishment and able to work effectively at all levels in an organization.
  • Ability to pick up on technical things quickly; learn new skills and knowledge; is good at learning new industry, company, product, or technical knowledge- like internet technology; does well in technical course and seminars.

Working conditions:

  • This position is based at Ottawa Head Office but may be eligible for a flexible work arrangement.
  • This position requires occasional travel.
