The Opportunity:

CACI has a part time position for a skilled Business/Systems Analyst team member to provide technical support for a U.S. Navy customer located in Pearl Harbor, HI. Specific responsibilities include supporting the government managers with projects impacting Navy Maintenance within the Pacific Rim. 

Responsibilities:

  • Monitor and support planned and future MILCONs (Facilities, IT infrastructure, piers, etc.) in Japan, Guam, and other areas of the Pacific impacting Ship Maintenance from an Maintenance IT perspective.

  • With a focus on Business Process requirements, identify gaps in evolving and proposed processes and solutions.  Monitor and support other projects of interest that potentially impact Ship Maintenance Business Processes within the Pacific Rim as assigned by customer.

  • Monitor and coordinate support activities by other supporting commands to ensure strategic goals are achieved across areas of responsibilities.

  • Recognized master in technical discipline - Implements strategic goals - Establishes operational plans for technical area - Develops and implements innovative products, processes, standards or operational plans achieved through research and integration of best practices that will have impact on the achievement of functional results of a project or system - Significantly improves on existing processes and practices - Requires communication with executive leadership.

  • Implements strategic goals established by functional leadership. Establishes operational plans for job area with short-to mid-term impact on results (e.g., 1-2 years).  Provides measurable input into new products, processes, systems, and/or operational plans that will have some impact on the achievement of overall function results.

  • Demonstrates technical innovation in supporting business objectives and mission.  Responsible for improving upon existing processes and systems using significant conceptualizing, reasoning and interpretation.  Problems and issues faced are numerous, typically undefined where information is difficult to obtain.  Conducts extensive investigation to understand root cause of problems.  Leverages significant application of technical knowledge and conceptualizing to solve problems.  Problems span a wide range of difficult and unique issues across functions and/or businesses.

  • Communicates with parties within and outside of own job function, and typically has responsibilities for communicating with parties external to the organization, which may include customers or vendors.  Works to influence others to accept job function’s view/practices and agree/accept new concepts, practices, and approaches.  Requires ability to communicate with executive leadership regarding matters of significant importance to the organization.  May conduct briefings with senior leaders within the job function.

  • Frequently responsible for providing guidance, coaching and training to other technical employees across the Company within area of expertise.  Typically, responsible for leading large, complex project initiatives of strategic importance to the organization, involving large cross-functional teams (without direct reporting relationships).

  • Requires mastery level knowledge of job area typically obtained through advanced education combined with experience.  May serve as a subject matter expert within the organization.  Typically has a University Degree (BA/BS) or equivalent experience and minimum 10 years of related work experience.

  • Coordinating with and advising project team members within the organization on Maintenance systems requirements, identification of gaps with proposed business processes, resolving technical problems, and choosing appropriate methodology

  • Providing expert technical actions and advice to personnel on requirements identification, business process constraints, implementation, testing, operations and management, and identification of controls for safeguarding of data.

  • Preparing activity and progress reports relating to the information systems implementation.

  • Applying current DOD and DON IT Security compliance procedures

Qualifications:

Required: 

  • Bachelor's Degree in Computer Science, Computer Engineering, Computer Information Systems, Computer Information Assurance, or related Engineering field

  • Ten years of related experience

  • Five years of recent Navy Maintenance Systems experience, Network Engineering and/or System Administrator with experience.

  • Current DOD secret security clearance is required to qualify.

  • Working knowledge of JFFM, OPNAV 9210.3, and DOD Milcon policies, directives, and instructions.

  • Ideal candidate would have the above qualifications and background in U.S. Navy IT Maintenance systems and communication infrastructure, MILCON and ship repair/maintenance business processes.


Desired:

  • Experience briefing and interacting with senior-level government managers

  • Demonstrated ability to develop and translate complex issues into technical requirements and design specifications.

  • Ability to identify gaps in proposed solutions and influence decision makers to  meet identified requirements.

  • Previous OCONUS experience.

The proposed salary range for this position is:

$100,300 - $220,600
