Compensation – We support transparency, equity, and fairness in our compensation programs and provide a reasonable estimate of the salary range, based on data-driven market analysis, for each job posting. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary ranges are as follows: Tampa, FL: $85,600 - $124,900 per year. Atlanta, GA; Fort Lauderdale, FL; Charlotte, NC; and Dallas, TX: $89,900 - $131, 100 per year. Houston, TX; Denver, CO; Chicago, IL; and Philadelphia, PA: $94,200 - $137,400 per year. Hybrid work option – Staff will be assigned to one of our offices or locations, including: Washington, DC (Headquarters); Ashburn, VA; Irvine, CA; Los Angeles, CA; San Francisco, CA; Denver, CO; Fort Lauderdale, FL; Tampa, FL; Atlanta, GA; Chicago, IL; Boston, MA; New York, NY; Charlotte, NC; Philadelphia, PA; Dallas, TX; and Houston, TX. Role Summary
The PCAOB’s Enterprise Strategy & Project Management Office (ESPMO) has a full-time, regular position for a Project Manager. This role will report to the Manager, Project Delivery. Within the PMO team, this role will collaborate with other Business and Technical Project Managers, the Office of Technology (OT) teams, and other divisions across PCAOB to ensure the successful implementation of PMO-supported projects as well as the successful establishment and continuing operation for the PMO Center of Excellence. The Project Manager will be a proactive problem-solver, analytically minded, and able to communicate through excellent presentation and written communication skills. The candidate will possess excellent interpersonal skills and have a proven track record of delivering successful outcomes.
Responsibilities
Manage non-technical and technical projects, including planning, executing, and evaluating initiatives to achieve successful project delivery.
Work closely with business and technical teams and project stakeholders to ensure high-quality project delivery within an established project schedule, scope, and budget.
Maintain a strong relationship with and understanding of OT’s Agile Practice and coordinate regularly with OT and PMO leadership to deliver projects efficiently.
Coordinate with the OT Client Engagement team for awareness of Agile guidelines for business teams, demand management, and preparation of analysis materials prior to PMO engagement.
Coordinate with the OT Solution Delivery team during project execution for all technical projects.
Ensure technical or business teams have information they need to deliver according to project plan and schedule.
Identify and participate in project meetings and planning according to the needs of the project, including the appropriate Agile ceremonies for areas of the organization following an Agile practice.
Facilitate regular meetings to ensure the teams and primary stakeholders understand the requirements and priorities of the work.
Manage technical projects where teams are using various Agile methodologies, including Scrum and Kanban, as well as traditional projects. Adjust Project Management practices to accommodate the practice of the team while protecting the ability to meet milestones.
Participate in business requirement analysis sessions and project plan development, including setting milestones, allocating resources, and establishing a realistic delivery timeline.
Maintain an understanding of the technology in use within the project (for technical projects) to promote effective management and communication with the technical resources involved.
Manage project risks and develop mitigation plans to ensure on-time delivery.
Act as a liaison between project delivery teams, management, and business stakeholders, in concert with scrum master and business partners.
Report on project status, including milestones and risks, using approved reporting templates.
Ensure project management tools (e.g. MS Project, Jira, SharePoint) contain accurate and up to date project information.
Provide regular updates on scope, schedule, and resource plans, including deviations from planned allocations.
Other duties as assigned.
Qualifications
Education/Technical Expertise
Bachelor’s degree in business administration or a related field.
Minimum of 5+ years of professional experience managing non-technical projects, including 2+ years’ experience managing technical projects.
Minimum of 5+ years of experience with agile practices, patterns, and techniques.
Demonstrated experience communicating (verbal and written) with senior level stakeholders.
Demonstrated project management experience and ability to work on multiple priorities/projects simultaneously without impact to quality of work.
Significant experience using traditional waterfall and agile project management methodologies.
Demonstrated experience in task management, risk management, and scope management.
Ability to communicate technical matters with business stakeholders and business matters with technical stakeholders.
Strong experience with project management and collaboration tools – i.e. MS Project, Jira, SharePoint.
Experience managing vendors/contractors.
Experience developing project status reports for technical and non-technical stakeholder groups.
Experience successfully harmonizing diverse and competing interests.
Ability to clearly articulate a position with sound logic, supporting empirical evidence, and impartiality.
Proven ability to build relationships and collaborate effectively with cross-functional teams and stakeholders.
Ability to effectively represent the organization to a variety of both internal and external constituencies.
Willingness to travel to the PCAOB’s Washington, DC office or other regional offices occasionally, as required.
Preferred Qualifications
Certified Project Management Professional (PMP) or other PMI certification.
Scrum Master (CSM), Certified Scrum Professional (CSP), Certified Product Owner (CSPO), or other Agile certification.
Experience working in a Project Management Office (PMO).
Experience working in a Center of Excellence model.
