What You’ll Get to Do

  • Serve as program analyst and advisor to government leadership on the evaluation of policies, programs, and operations to effectively provide programmatic financial support across the Branch.
  • The Contractor shall develop, coordinate, and track funding and budget activities.
  • Apply both government and industry acquisition procedures and policies to ensure compliance of all regulations.
  • Manage overall project financials to include forecasting, creation of Work Breakdown Structures (WBS), budget analysis, invoice tracking.
  • Provide financial execution of program related work including Funding Requests, De-obligation Requests, Realignment Requests, Military Interdepartmental Purchase Requests (MIPRs), MIPR Acceptances, and Funding Support Agreements (FSA) for submission to the Division Budget Analyst.
  • Prepare project financial documents and status reports.
  • Increase organizational efficiency through the evaluation of existing financial procedures, processes, techniques, models, and/or systems related to financial management.
  • Analyze and evaluate client needs to develop analytical dashboards and statistical reports based on programmatic specifications.
  • The Contractor shall provide technical budget support by serving as a source of budgetary information for various appropriated and reimbursable accounts.
  • The Contractor shall provide up-to-date budgetary information through maintenance of an MS Excel Financial workbook and update various files on Share Point.
  • The Contractor shall adjust a wide variety of appropriated fund accounts to reflect the effects of budgetary transactions. 
  • The Contractor shall demonstrate a thorough knowledge of established guidelines and procedures in suggesting alternative means of obtaining and using available funds.
  • The Contractor shall determine appropriate accounting classification and appropriations to be charged by object class, fiscal year, and element of resource. 

 Required Qualifications:

  • Active Secret security clearance with eligibility to upgrade to TS/SCI.
  • BA/BS and 3 years’ experience (OR) Associates degree and 7 years’ experience (OR) High School and 9 years of experience.
  • Experience supporting financial analysis requirements on USG/DoD contracts.
  • Detail-oriented with the ability to multitask and quickly respond to new priorities and requirements.
  • Expert Proficiency in MS Excel.
  • Possess effective wide-ranging analytical skills, abilities, and subject-matter knowledge that supports all aspects of financial management.
  • Provides input for the development of annual budget submission and engages with client to provide recommendations for funding allocations.
  • Demonstrate a thorough knowledge of established guidelines and procedures to maximize the utilization of available funds.
  • Familiarity with reading contract funding mods, MIPR lines of accounting, and GFEBs reports
  • Thorough knowledge of federal funding regulations, appropriation types and associated federal funding regulations

 More About the Role: This position encompasses several duties   such as, but not limited to the following:

  •  Serves as program analyst and advisor to management on the evaluation of policies, programs, and operations to effectively provide programmatic financial support
  • Perform routine and non-routine project financial reporting including, but not limited to: 75% Funding Notifications, Estimates to Complete, Estimates at Completion, Forecast and Budget Reports, Invoice Backup Reports, and various other client-specific reports.
  • Analyze plans, forecasts, actual costs, variances and communicate trends to the program, line, and financial management.

Desired Qualifications:

  • Active TS/SCI Security Clearance
  • Financial Operations supporting the government on Army or Navy Programs.
  • Expert experience with the full suite of Microsoft Office tools.
  • DoD Project Management experience.
  • Experience with Defense Travel System

The proposed salary range for this position is:

$68,400 - 143,700 USD
