The Opportunity:
CACI is currently seeking a Senior Procurement Manager to lead our Procurement and Subcontracts team based out of Melbourne, FL. In this role, you will be the primary leader in driving the day-to-day operations and responsibilities of our procurement and subcontracting activities, ensuring the delivery of CACI’s high-performance RF hardware, firmware, and software products, and innovative, practical, multi-function RF systems solutions that address emerging missions of national importance for customers across the Department of Defense. This position reports to the Supply Chain Director and will be responsible for leading and managing a team of warranted Procurement and Subcontracts Specialists tasked with committing company and customer resources to purchase goods and services, developing supplier strategies, development of bid packages, proposal analysis, and development of subcontracts. Develops and executes project and process plans, implements policies and procedures and sets operational goals. Acquires resources for projects and processes, provides strategic management and oversight of suppliers and leads process improvements to meet business and department objectives. Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports. Provides oversight and approval of procurement strategies and techniques while managing the assignments, complexity, and velocity of PO / Subcontract awards by the team. Provides oversight regarding negotiation processes and related tools. Manages, develops and motivates employees. This position is based at our Melbourne, Florida, office with occasional overnight travel to key suppliers and strategic meetings.
Responsibilities:
Develop and implement the overall procurement strategy aligned with CACI’s business objectives and customer requirements.
Oversee the entire procurement lifecycle, from market research, strategic sourcing, and through contract award, execution, and closeout, ensuring alignment with business and department goals and regulatory compliance.
Lead a team of procurement professionals, providing guidance, mentorship, and performance management to ensure high levels of productivity, effectiveness, cohesiveness, and communication.
Collaborate with executive leadership, Program Management, Engineering, Quality, Material Planning, Operations, and Finance to align procurement strategies with business objectives.
Manage supplier relationships at a strategic level, fostering long-term partnerships that drive value, innovation, and competitive advantage.
Conduct market analysis and trend forecasting to inform procurement strategies and identify opportunities for cost savings, risk mitigation, and performance improvement.
Negotiate and draft complex contract vehicles, including master agreements, strategic partnerships, and long-term supply agreements.
Establish and monitor key performance indicators (KPIs) for procurement activities, driving continuous improvement and ensuring alignment with corporate and customer expectations.
Serve as the primary point of contact for procurement-related issues, providing expert advice and solutions to internal and external stakeholders.
Ensure compliance with all relevant procurement regulations, policies, and procedures, including FAR, DFAR, DPAS, and CPSR.
Drive initiatives for supplier diversity, sustainability, and ethical sourcing in alignment with CACI’s corporate social responsibility goals.
Qualifications:
Required:
US citizenship due to contract requirement and nature of the work.
Bachelor’s degree in Business Administration, Supply Chain Management, or a related field, or equivalent experience.
US Citizenship and the ability to gain a Secret security clearance.
Minimum 12 years’ experience in government contracting procurement, with at least 5 years in a managerial or leadership role.
Proven experience in developing and implementing procurement strategies in a complex, multi-functional environment.
Advanced skills with using Microsoft Office (Excel, Outlook, etc.) and procurement software (e.g., Deltek Costpoint).
Desired:
TS/SCI security clearance.
Master’s degree in Business Administration, Supply Chain Management, or a related field.
Certified Professional in Supply Management (CPSM) or equivalent certification.
Experience with enterprise resource planning (ERP) systems and procurement analytics tools.
Excellent written and verbal communication skills, with the ability to influence and negotiate at executive levels.
