Senior Trade Compliance Analyst – Remote, Chula Vista, CA

The position will support Allegion’s Trade Compliance organization in driving regulatory compliance with import, export and FTA rules, legally minimizing duties, and fees, facilitating cross border clearances, promoting trade automation, and supporting strong customer service with internal and external stakeholders. This position is also responsible for supporting systems development and documenting procedures to meet US Import/Export laws and regulations for the business operations.

What You Will Do:

  • Determines correct Harmonized Tariff classification for both import and export transactions and supports development and maintenance of a centralized HTS database.
  • Researches customs regulations and rulings, determines regulatory or interpretive basis for each classification, and documents findings before communicating with internal clients and external customs brokers.
  • Supports US import entry facilitation, as well as country of origin reviews.
  • Interfaces with many internal departments to determine and/or validate classifications, valuation, country of origin, and marking requirements, including product development, production planning, procurement, manufacturing, logistics, accounting, and suppliers.
  • Communicates with Customs Brokers and other service providers as required to support the business operations and facilitates cross-border clearances.
  • Supports various projects, including duty productivity projects.
  • Conducts research, prepares analysis, and clearly and concisely communicates key findings on various departmental projects.
  • Determines Free Trade Agreement (FTA) qualification based on applicable Rules of Origin and helps prepare FTA certifications. Maintains appropriate documentation to substantiate origin determinations.
  • Supports business wide compliance of government regulations concerning import, export, and free trade agreements (FTA).
  • Prepares duty refund claims, as well as duty paid or duty/tariff impact analysis.
  • Updates systems to manage documentation and data required for import and FTA compliance.
  • Leads the post entry import reviews to ensure compliance with customs regulations including examination of import entry documents, receiving, and payment.
  • Monitors and supports timely Importer Security Filings (ISF) and conducts quarterly audits. Reports findings and collaborates with suppliers and filing agents to ensure procedures are followed.
  • Generates ACE reports, collects Customs Broker reports, analyzes the data, prepares statistics, and reports key findings to management and the accounting department.
  • Monitors duty payment through metrics and identifies savings opportunities. Conducts monthly Antidumping/Countervailing Audits. Communicates key findings to the relevant stakeholders.
  • Supports the US Customs Value Reconciliation Program.
  • Assists the Trade Compliance team to respond to Customs Requests for Information (CBP Form 28).
  • Files drawback claims.

What You Need to Succeed:

  • Requires 4 - 10 years of direct experience in Trade Compliance.
  • Must possess a US customs broker license.
  • Candidate must have a bachelor's degree. 
  • Spanish speaking is desired.
  • Must have strong skills with Excel.
  • Ability to work as part of a team. 
  • Function as Team Lead on certain processes or projects with minimal supervision. 
  • Sound decision-making skills and good problem/situation analysis.
  • Excellent oral and written communication skills.
  • Ability to build collaborative relationships.
  • Strong analytical thinking skills and good judgement required

Compensation: This range is provided by Allegion. Your actual pay will be based on your skills and experience.

  • The expected Base Salary Range: $82,400 - $145,800 The actual compensation will be determined based on experience and other factors permitted by law.
