Job Description

SUMMARY OF JOB PURPOSE:

The Payroll Manager is a hands-on manager role overseeing three (3) divisions in the United States (US) and six (6) international payrolls.  As a team of two (2), the payroll team processes payroll for twelve hundred (1200) US and Canada associates across forty-three (43) states and three (3) provinces utilizing Workday HRIS system, while also processing five (5) international payrolls utilizing Cloudpay.  The manager oversees and participates in this process ensuring timeliness, accuracy, internal controls and exceptional customer service. 

The role requires a candidate with a broad background in all payroll functions.  Using Workday as the in-house payroll system, the manager handles system configuration, time tracking configuration, tax setup and assignment (including all local payroll taxes), 401k contribution and match calculations, system integrations and payroll general ledger mapping.   The Payroll Manager partners with several teams, including: HRIS, Benefits, Finance and third-party Workday support teams to ensure ongoing continued process improvements.    

Individually, the Payroll Manager will directly handle all tax registrations, tax setup in Workday, as well as quarterly/annual tax filing requirements, which utilize ADP in the US and partners internationally.  Additionally, the incumbent will be responsible for configuration, which generates the general ledger journal entries.  Annually, the Payroll Manager will complete the W2 and T4 processes in US and Canada.  

The right candidate will be a detail-oriented manager with broad experience in all aspects of payroll, payroll tax and payroll accounting, with a mindset toward continuous improvement.

PRIMARY JOB RESPONSIBILITIES:

Payroll Processing

  • Provide management, direction and support to a Senior Payroll Analyst processing role.
  • Partner in completion of international payrolls, and function as key liaison with Cloudpay.
  • Ensure proper internal controls, payroll reviews, and accuracy of payroll.

Tax Responsibilities

  • Maintain all US state and local registrations for each entity, including online accounts.
  • Maintain all Workday tax configurations.
  • Monitor and facilitate all tax notices through resolution.
  • Manage daily updates to team members (new hires & transfers) tax setup in Workday.
  • Complete US and Canada quarterly tax reconciliations with third-party vendors, including ADP and OSV respectively.
  • Facilitate all tax amendments and adjustment processing.
  • Function as the liaison with ADP and OSV for all tax issues, acting as in-house expert.

International Payroll

  • Assist with the processing of international payroll where necessary.
  • Function as a key liaison with Cloudpay regarding configuration, calendars and responsibilities.
  • Ensure all net payroll and tax payments are processed timely and accurately. 
  • Track expatriate wages and coordinate annual tax filings between accountants, as well as team members.

Periodic and Year-End Processing

  • Ensure completion of monthly and quarterly BLS (Bureau of Labor Statistics) reporting.
  • Complete year end reconciliation of tax form W2 statements (US) and T4 statements (Canada).
  • Complete year-end W2 and T4 document production.
  • Ensure completion of annual Canada WCB (Workers Compensation Board) and EHT (Employers Health Tax) reconciliations.

Payroll Accounting

  • Maintain general ledger mapping for accounting entries within Workday.
  • Provide the finance teams with payroll entries and monthly accruals.
  • Partner with finance teams to identify and clear reconciling items.
  • Maintain a knowledge of finance accounting processes with respect to GL posting.
  • Provide details of quarterly tax debits to finance teams for general ledger posting and assist with reconciliation of variances.

REQUIRED QUALIFICATIONS

  • An Associate’s degree in Business Administration, Accounting or related field is preferred; a Certified Payroll Professional certification is required.
  • Five (5) years of payroll supervisory or manager experience is required.
  • Workday or in-house payroll processing experience preferred.
  • Extensive experience managing US payroll tax in high number of states and detailed local tax expertise.
  • Established experience managing international payroll through international service providers and expatriate requirements.
  • Understanding of and prior work experience in payroll journal entries with an understanding of accruals.
  • Solid Excel skills including pivot tables, vlookups and basic macros.
  • Strong analytical skills with an attention to detail and proven process improvement accomplishments.
  • Demonstrates integrity with ability to maintain confidentiality and exercise extreme discretion.
  • Excellent written and oral business communication skills.
  • Ability to handle and prioritize multiple tasks and meet deadlines in a fast-paced environment.

WORKING CONDITIONS:
 

Work is conducted primarily in an indoor office environment with protection from weather conditions and with exposure to noise typical of an office or administrative setting.

PHYSICAL ACTIVITIES AND REQUIREMENTS:
 

Work requires light lifting (10 – 20 lbs.), standing, walking, stooping, kneeling, reaching, fingering (keyboarding) and repetitive hand motion, grasping, talking, and hearing at normal speaking levels.  Work requires visual acuity to read and prepare data and figures, transcribe words and numbers, view information on a computer terminal, read, operate office machines, and determine the accuracy and thoroughness of work.

Often requires a demanding schedule beyond the core business hours of 8:30 AM - 5:00 PM with short notice due to payroll deadlines. Willingness to accommodate occasional meetings and work activities that may be scheduled after normal daytime business hours.
