The Head of Economic Sanctions & Anti-Bribery Legal is a global senior management-level position that will report to the Head of Compliance and Citi Security and Investigative Services (CSIS) Legal in the Legal Department.  The Head of Economic Sanctions & Anti-Bribery Legal will be responsible for providing strategic program and legal advice on: (1) economic sanctions globally, with a particular focus on those administered and enforced by the Office of Foreign Assets Control of the U.S. Treasury Department; (2) anti-bribery issues including the requirements of the U.S. Foreign Corrupt Practices Act (“FCPA”) and other anti-bribery laws; (3) export control restrictions administered by the U.S. Commerce Department; and (4) anti-boycott laws administered by the U.S. Departments of Commerce and the Treasury.  The Head of Economic Sanctions & Anti-Bribery Legal will also be responsible for directly supervising and directing the day-to-day activities of a team of attorneys in the US carrying out this portfolio as well as providing strategic advice to and collaborating with Citi’s International Financial Crimes Legal team on issues relating to economic sanctions, anti-bribery, export controls and anti-boycott.

The primary responsibility of this position and the positions supervised will be to review, evaluate, and support business transactions, mergers and acquisitions, product and service arrangements, and compliance policies, procedures, controls, and initiatives. The individual also will advise on U.S. law enforcement and regulatory inquiries and investigations related to matters arising in these areas.  As this is a global role, the issues will emanate from around the world and will require close coordination with the involved business, relevant international compliance and legal professionals, and local country counsel. The Head of Economic Sanctions & Anti-Bribery Legal will be expected to interact with these individuals as well as the rest of the Compliance & CSIS Legal team to ensure that Citi’s policies, procedures, and controls are applied effectively and consistently across Citi businesses and geographies, while complying with applicable legal requirements. 

The Head of Economic Sanctions & Anti-Bribery Legal must be able to analyze financial records; apply relevant economic sanctions, anti-bribery, export control, and anti-boycott laws and regulations to the specific inquiry or matter; draft necessary memoranda, summaries or other written guidance; and communicate verbally and in writing in a clear and concise manner.  The ideal candidate for this position should possess specific experience dealing with economic sanctions matters as well as the government agencies that administer and enforce them.  Previous economic sanctions, anti-bribery, export control, and/or anti-boycott experience in the financial services industry and/or related government experience is required.

In addition to possessing substantive legal expertise in the relevant areas, solid judgment and excellent interpersonal as well as verbal communication skills are critical as the individual in this position will have regular contact with senior management, senior business leaders, attorneys, and compliance professionals.  The Head of Economic Sanctions & Anti-Bribery Legal also must be comfortable working in a collaborative, fast-paced corporate setting. 

Qualifications:

  • Oversee and hold overall responsibility for team including staffing, coordination of resources, performance, compensation management, career development and personnel-related matters, as applicable
  • 10+ years' managerial experience
  • Sanctions expertise a must
  • Knowledge of anti-bribery and corruption laws
  • Strong understanding of international sanctions regulations, particularly OFAC
  • Experience liaising with OFAC and other regulatory bodies.
  • J.D. degree is required
