The Operational Controls Program (OCP) is a newly created team under the Global Risk & Security division.  The Operational Controls Program (OCP) is a multi-year effort that will identify process risks and controls for high and critical processes, plus recommendations to strengthen management of processes and enhance the internal control infrastructure to drive a more effective overall operating environment throughout Vanguard.  OCP has two primary objectives for implementation: 1) Deployment of process-specific control assessments and remediation support for the business for any gaps or issues noted and 2) Sustainability of a universally adopted controls framework inclusive of training, governance, oversight, and reporting, to be managed through a centralized program team.  OCP aims to strengthen the overall control environment at Vanguard, foster risk awareness and accountability for internal controls across business lines and enable a proactive, comprehensive perspective on control health.

There are 2 positions available: the Senior Methodology Advisor and the Senior Assessment & Remediation Lead.

Responsibilities:

  • Manages major workstreams of a broader program. Ensures that the scope of the program aligns with business priorities and that business value is properly measured for prioritization.

  • Develops and maintains broad knowledge and awareness of Financial Services industry forces, competition, and trends to act as a trusted advisor throughout the project lifecycle. Monitors financial, legal, and other regulatory environments to ensure projects are aligned with the overall company strategy and market conditions.

  • Communicates with stakeholders, leaders, team members, management, and department partners to ensure that requirements and priorities are understood. Monitors project progress and results and submits regular status reports to management and internal and external stakeholders. Ensures the development and execution of business change management and communication plans.

  • Builds and maintains relationships across program stakeholders and proactively fosters effective communication between internal and external parties. Drives key decisions to ensure alignment with overarching goals across stakeholders.

  • Ensures all steps are taken to mitigate risk and maintains control, compliance, audit, and legal requirements. Maintains an appropriate level of technical and business knowledge to support program implementation.

  • Participates in special projects and performs other duties as assigned.


Qualifications:

  • Minimum of eight years related business experience. Risk and controls experience preferred. Minimum of four years project management experience.

  • Undergraduate degree or equivalent combination of training and experience required. Graduate degree preferred.

  • Experience with controls, audit, or risk (i.e., risk and/or controls assessment, controls design, controls testing, internal audits, operational audits, advisory/consulting/compliance) required.

  • Experience within the financial services industry preferred.

  • Experience testing, designing, or evaluating process workflows and controls preferred.

  • Strong analytical, problem identification, and problem-solving skills

  • Excellent communication skills with the ability to interact with all levels of business personnel

  • Ability to influence stakeholders across a range of levels and divisions
