Position Summary

The primary responsibility of this position is the daily management and administration of Substation processes and documentation required to support the Xcel Energy regulatory oversight and execution of internal processes of the NERC, FERC or CIP Compliance Programs. The equipment and resulting data will be used by the Senior Substation Compliance Analyst to support the audit of equipment records, management of equipment baseline records, and evidence gathering for audits, both internal and those conducted by regulatory authorities. This position will perform field visits to the substations for asset inventory evaluation as well as various control assessments of the operational technology assets deployed in the substations. Secondary responsibilities may include coordinating tasks that involve multiple teams or technicians to meet one end goal and to assist with other projects as it relates to the interpretation of technical data and any impacts to business processes driven by changes to compliance standards, implementation of new or updated procedures relating to the substation assets, as well as conducting training for the field technicians and engineering resources working with the Substation processes and equipment.

Essential Responsibilities

  • Process and Controls Awareness. Working knowledge of NERC policy, standards, processes and controls and the impact on business operations and support functions. Effectively manages the oversight of field work and/or programs to maintain compliance with defined control oversight processes and standards. Maintain change control documentation and manage the tracking of projects at CIP stations to ensure that CIP requirements around change control are met for operational technology assets. This includes any resulting change as defined through asset condition assessments.
  • Project Management . Provides and executes work assignments for self and Compliance Analysts and works independently with limited review and direction Perform field inventory of operational technology devices required by regulatory and contractual compliance as well as any internally identified procedures assigned related to inventory of assets. Performs technical project work as needed to complete project and cyber assessment deliverables Understands and coordinates the development of operational technology transactional data to support the compliance control assessments.
  • Customer Relationship Management. Communicate with customers regarding regulatory and/or compliance matters Work closely with Compliance Analysts and field technicians to ensure they have access to the work management tools to allow for work in CIP substations and to support all equipment condition assessments in the BES and Low Impact Asset locations. To maintain compliance program data integrity, works directly with the Substation Asset Health Condition Assessment resources as the primary contact and solution provider for field work programs or discrete project management to confirm compliance with all regulatory programs.

Minimum Requirements for Analyst

  • College Degree in a related field or an equivalent combination of education and experience
  • Minimum of 4 years utility experience; business analytics experience preferred.
  • Demonstrated verbal/written communication skills.
  • Demonstrated ability to adapt to ever changing regulatory and operational technology requirements and competencies to accomplish the task at hand.
  • Ability to work independently when required and excels in a team environment.
  • Must possess problem-solving skills and have a broad knowledge relating to data management and analysis.
  • Demonstrated knowledge of Transmission Substation Equipment
  • Competent in Microsoft Visio and Excel
  • Travel is required 25% of the time within the Xcel Energy territory.


Minimum Requirements for Sr Analyst

  • College Degree in a related field or an equivalent combination of education and experience
  • Minimum of 6 years utility experience; business analytics experience required, and compliance experience preferred.
  • Demonstrated verbal/written communication skills.
  • Demonstrated ability to adapt to ever changing regulatory and operational technology requirements and competencies to accomplish the task at hand.
  • Ability to work independently and supervise the work of compliance team resources when required and excel in a team environment.
  • Must possess problem-solving skills and have a broad knowledge relating to data management and analysis.
  • Demonstrated knowledge of Transmission Substation Equipment
  • Competent in Microsoft Visio and Excel.
  • SAP master data experience preferred.
  • Travel is required 25% of the time within the Xcel Energy territory.

The anticipated starting base pay for this position is: $69,700.00 to $115,867.00 per year
