The United States Government Publishing Office (GPO) Acquisition Services (AS) provides a wide range of acquisition services that enable GPO to accomplish the mission of keeping America informed.

The U.S. Government Publishing Office (GPO) is the Federal Government’s Legislative Agency and is the official, digital, secure resource for producing, procuring, cataloging, indexing, authenticating, disseminating, and preserving the official information products of the U.S. Government.

The Acquisition Services is a department or a business unit within GPO with the mission to provide acquisition, procurement and leasing support to GPO. This support includes acquisitions for materials, supplies, services, some construction services, some building construction and alteration, facility operation and maintenance, information technology, and other supplies and services. 
 
 
 
More About the Role: 

As a Contract Specialist you will:

  • Provide professional acquisition and contract pre-award, award, and post award support services to the GPO Acquisition Services Office, including acquisition planning, source selection, evaluations, as well as contract administration and management
  • Support acquisition planning, forecasting, and initiation, including collaboration with GPO technical officers to support requirements definition, recommending market research approaches and contract types, and preparing acquisition documentation
  • Supporting solicitation activities, including coordination of Procurement Request documentation and funding documents
  • Supporting Evaluation activities, including briefing evaluators, identifying negotiation objectives, and developing documentation
  • Supporting contract award activities, including developing and distributing award documentation
  • Supporting post-award and closeout activities, including developing modifications, supporting compliance monitoring, preparation of award/incentive fees, and contract closeout  

 
 
You’ll Bring These Qualifications:

  • BA or BS degree in a business-related field, management, law, or data analytics/similar degree
  • Eight (8) years of direct procurement and/or management experience in the federal government and/or private sector
  • Proficiency in data visualization, analytics, and practical knowledge of tools like SharePoint and Power BI
  • Proven track record in managing the procurement lifecycle with databases such as PRISM, Oracle, and Tableau
  • Experience in conducting market research, evaluating quotes, and proposals using platforms like SAM.gov, GSA Advantage, and NASA SWEP resource sites. Staying current and updated with trends and tools in data analytics and AI and using these tools in the procurement lifecycle
  • Certified Procurement Professional (CPP) or similar certification in government procurement practices (e.g., FAC Professional or FAC C III or equivalent)
  • Clearance: Public trust
  • Proven practical knowledge and excellence of applying the Federal Acquisition Regulation (FAR) and other USG policies
  • Experience working with GSA Schedules, GWACS, and MA IDIQs.
  • Demonstrated understanding and practical experience of acquisition management principles throughout the full project lifecycle (pre-award to closure)
  • Demonstrated experience in managing multiple contract types for supplies and services (e.g. FFP/LOE, T&M, FFP, CPFF, CPIF, CPAF).
  • Demonstrated Strong interpersonal and communication skills, and working effectively in a team environment
  • Ability to anticipate and establish paths to avoid problems and manage administrative processes on behalf of management
  • Demonstrated ability to work effectively and collaboratively with teams in a demanding work environment. Proven ability to establish positive and productive working relationships at all levels, both internal and external
  • Proven ability to set a positive example for productive teamwork and be proactive in mitigating any misunderstandings, expand working relationships and ability to effectively influence relationships for a positive productive outcome

 
 
 
These Qualifications Would be Nice to Have: 

  • Master's degree in a business-related field, management, law, or data analytics/similar degree
  • Ten (10) years of direct procurement experience in federal government and/or the private sector
  • Clearance: Secret security clearance

The proposed salary range for this position is:

$62,200-$130,600
