The Northrop Grumman Propulsion Systems business unit is recruiting for a Sr. Manager, Subcontracts who is responsible for managing a department responsible for subcontracts for construction projects, facility equipment, program tooling, MRO, and other indirect sourcing needs to support rocket motor manufacturing. Promontory, UT facility is the preferred location but will consider Magna, UT for the right candidate.
Responsibilities:
- Manage a department of approximately 30 people including two managers and 8 to 10 buyers
- Oversee supplier performance including on time delivery, cost, and technical requirements for all indirect spend and program tooling for the business unit that includes scope ranging from MRO items to major construction purchase orders/subcontracts
- Manage subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
- Leads organization to prepare bid packages, conduct bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, and administers resulting subcontracts.
- Monitor and track key performance metrics for supplier performance; implement and drive corrective actions where necessary
- Ensure that team is compliant with subcontracting policies and procedures
- Responsible for capital spend subcontracts to meet schedule and cost requirements for the business unit
- Acts as the main focal point for other functional managers and buyers; conducts reviews with subcontractors and the program office where necessary
- Leads the development, objectives, and long-term strategy for the indirect and tooling spend categories of the organization. Works with cross functional organizations to meet objectives and provide support for subcontracting needs.
Expected Requirements / Technical Skills:
- Bachelor’s degree or equivalent years of experience
- 10+ years managing a department of subcontract/procurement managers and buyers
- Skilled and comfortable leading and managing construction and facility subcontracts
- Experience managing subcontractors on complex programs with responsibility for cost, schedule, and scope
- Experience implementing and executing sourcing strategies to meet business objectives
- Ability to own and manage complex objectives with little oversight or direction
- Strong interpersonal skills with an ability to communicate feedback in a manner that fosters collaboration, trust, and builds positive relationships
- Ability to work in an integrated team environment and influence change
- Experience developing and implementing risk mitigation strategies
- Ability and comfort level to evaluate complex issues and make decisions that have high level of visibility and have significant impacts to the business
- Ability to work in a face paced environment where unexpected requirements often arise that require swift and thorough action
- Ability to obtain and maintain a DoD Security Clearance
Preferred Requirements / Technical Skills:
- Master of Business Administration
- Capability to read technical drawings and documents
- Background in managing subcontracts supporting major construction and facility projects
- History of implementing sourcing initiatives that improve efficiency by reducing total cost of ownership
- Strong background in ERP/MRP systems
- Ability to communicate complex technical information to suppliers and internal customers
- Understanding of the manufacturing requirements related to solid rocket motor manufacturing
- Hold an active DoD Security Clearance
Salary Range: $114,900.00 - $212,900.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
