The Opportunity:

As a CACI-SOAS Operations Research Analyst, you will provide support to data requirements for AFRICOM, its component commands, United States Government (USG) program stakeholders and other coordinating agencies or organizations as directed. Primarily, ORSAs will provide USAFRICOM J802 support for the data requirements of the USAFRICOM campaign assessors and wargame analysts in the J802 branch. J802 performs strategic-level assessments and wargames to inform decisions on resourcing and activities by USAFRICOM and higher headquarters. You will provide sound, robust study products, routine trend assessments, and research of operations drawn from significant volumes across multiple disparate sources, which must be cleaned, collated and warehoused, and once the data review is complete, support will facilitate data storage in a manner that enables recall on demand. Performing these functions will require labor-intensive interaction with multiple disparate software systems. Therefore machine-learning experience is desirable to better build computer-assisted research tools to enable J802 assessments.​​Additionally, ORSAs will answer quick turn relevant RFIs; construct operational surveys of tactical issues; develop data collection and management plans; apply appropriate techniques to facilitate review of collected data; synthesize insights; present and defend research, concepts, scientific approaches, and results of research efforts and enable investigations regarding operations research analysis and evaluation of initiatives within the Command.​​

  Responsibilities:

  • The Operations Research Analysts provide data support to AFRICOM, its component commands, CJTF-HOA, SOCAFRICA, Offices of Security Cooperation (OSCs), United States Government (USG) program stakeholders and other coordinating agencies or organizations as directed.​​
  • Support development of several work products aligned within the existing task order deliverable categories:​​
  • Problem Statement: A short paper laying out the various data sources, along with their uses, constraints, and limitations.​​
  • Use-Cases: Extensive documentation on the exact perceived uses and warehousing of all known data sources, down to the exact steps which are required to clean, store, and analyze each of these data. These documents should identify gaps in existing software solutions and must be updated as new information becomes available.​​
  • Design Statement: Extensive documentation on the exact implementation of a comprehensive data environment which supports all known use-cases. These documents should explicitly enumerate the process that the user shall employ to execute each use-case in the final product and shall provide for each proposed new software artifact the following information: programming language(s), network location(s), permissions, intended users, explicit sub-set of requirements, and estimated timeline to completion​​.
  • Prototype Delivery: a functioning data environment of which the anticipated behavior supports all known use-cases. Enhancements and error-correction must be made incrementally to this product.​​
  • Maintain currency on the ACP and J802's measures of effectiveness for assessing USAFRICOM Campaign progress.​​
  • Clearly associate all new and historical data with the relevant measure(s) of effectiveness and effects within the ACP.​​
  • Develop new ways to store and analyze data, that are assessed to be rigorous and defensible. Any tools developed must be integrated with the existing J802 suite of tools.​

Qualifications:

 

Required:

  • Current Top Secret/Specialized Compartmented Information Security Clearance.
  • Bachelor’s Degree in Math, Statistics, Engineering, Physics or other related field and 6 years of experience 
  • Experience gathering, analyzing, and disseminating multiple streams of qualitative and quantitative data.
  • Training and experience utilizing statistical analysis software is required to process technical data.
  • Hands-on experience conducting operations analysis and applied operations research and exploratory data analysis and develop data relational models.
  • Expert with either R or Python programming languages, as well as able to query data using SQL or similar query languages.
  • Prior experience on a joint staff. 

Desired:

  • Masters’ Degree in a relevant discipline or equivalent years of experience
  • Experience with Data Visualizations Applications such as Microsoft PowerBI and Qlick
  • Experience utilizing large scale open-source data analytics engines such as Spark, Dataricks, and ADVANA

The proposed salary range for this position is:

$82,100 - 172,400 USD
