Job Summary
The Military and Federal Government Contracts Manager will work with and support the Global Military sales organization. This individual contributor position will be responsible for managing, negotiating, and otherwise facilitating Military and Federal Government Contracts while ensuring that ZOLL is protected from unnecessary risk. Candidates for this position will have solid experience in the creation, negotiation, administration, and monitoring of Military and Federal Government agreements. In-house experience in the Government Contract industry is essential, ideally with the Defense Logistics Agency (DLA) and the Veterans Administration (VA). This position will also assist with bids and proposals or other Military or Federal Government transactions.

Essential Functions

  • Interpret and review contract terms to ensure alignment with regulatory frameworks, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), alongside corporate policies, offering guidance and support as needed.

  • Oversee the government customer experience continuum, from quoting to contract closeout, ensuring strict adherence to contractual obligations.

  • Enhance and uphold departmental procedures to optimize efficiency, reinforce redundancy, and ensure rigorous contract compliance in accordance with FAR / DFARS and company policy.

  • Act as the primary point of contact with Government Contracting Officers, facilitating seamless contract administration and negotiation processes.

  • Identify issues that vary from corporate standards to ensure accuracy and compliance, recommend appropriate modifications, and engage and collaborate with internal stakeholders in the sales, finance, marketing, product, operations teams, and other internal teams as may be required.

  • Ensure that all negotiated agreements have been approved and comply with ZOLL policies and procedures.

  • Train and provide guidance to business partners on your areas of responsibility.


Required/Preferred Education and Experience

  • Bachelor's Degree required

  • MS/MBA/JD preferred

  • 8+ years of demonstrated government contracts management experience, preferably within Medical Device Industry

  • Experience contracting with the DLA and the VA

  • NCMA - CFCM Certification is highly preferred


Knowledge, Skills and Abilities

  • Strong understanding of the Federal Acquisition Regulations and FAR Supplements.

  • Excellent negotiator with strong influencing skills that can plan, manage and conduct negotiations on a non-confrontational, constructive basis.

  • Demonstrated ability to communicate complex legal issues and solutions to internal and external customers clearly and succinctly and develop credibility at all levels of the business organization.

  • Excellent writing skills and ability to clearly, concisely and precisely communicate.

  • Excellent analytical skills and ability to pragmatically and creatively resolve key issues.

  • Exceptional attention to detail and focus on accuracy, consistency and completeness.

  • Highly proficient in Microsoft Office applications (especially Excel and Word), Oracle ERP and Adobe Acrobat.

  • Experience with Salesforce.com, DocuSign, and Contract Safe or a similar contract management system is a plus.
