The Long-Range Enterprise Intelligence Surveillance and Reconnaissance (ISR) Activity (LEIA) program is seeking a C6ISR Lead Airborne Systems Engineer.

The purpose of the LEIA contract is to provide US Special Operations Command - Pacific (SOCPAC) and its mission partners with Command, Control, Communications, Computers, Cyber-Defense, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C6ISR) capabilities to facilitate command initiatives and missions primarily in the US Indo-Pacific Command (USINDOPACOM) AOR. These capabilities include Contractor-Owned Contractor- Operated (COCO) platforms conducting air, ground, maritime (surface and subsurface), space, and cyber ISR operations.

Leidos is a subcontractor on the LEIA contract responsible for deploying, integrating, and operating C6ISR systems into the USINDOPACOM theater of operations.

The C6ISR Lead Airborne Systems Engineer is responsible for organizing, directing, and leading engineering staff to meet objectives for design, new product development and improvement of existing designs, overseeing design concepts and fundamental technology used for new products/designs/technology or improvement of existing ones, formulating aspects of engineering design proposal resource requirements, and planning and developing engineering requirements to develop new markets. The Lead Airborne Systems Engineer reports to the C6ISR Operations Lead, the LEIA Deputy Program Manager, and Transition Manager and maintains liaison with Government and Military representatives Airborne C6ISR systems engineering to include Design, Integration, Testing and Verification, Heavy Maintenance, and Aircraft Modifications primarily occurs in Long Beach, MS. Operations of C6ISR systems occur primarily OCONUS, with fielding, sustainment, basing and operations occurring from various sites where the program provides ISR support.

THE CHALLENGE (primary responsibilities)

  • Serve as the primary leader and Subject Matter Expert (SME) for LEIA Contract, Task 2 (Command, Control, Communications, Computers, Cyber-Defense, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C6ISR)) Airborne Systems Engineering team responsible for design, integration, modification, testing strategy, and test activities for all C6ISR Airborne Systems

  • Leads Airborne Engineering team with direct-report employees, subcontractor employees, and employees assigned from functional directors in execution of the Airborne Engineering contract tasks

Day to Day activities include:

  • Plans and directs the Airborne ISR collection platforms and PED design, engineering, installation, integration, test and evaluation

  • Identifies labor, material, and facility resources required for on-time delivery systems. Plans and manages schedule and daily engineering operations; tracks schedule performance and monitors critical interface points between ISR collection platforms and PED

  • Ensures all requirements are verified through analysis, demonstration, inspection, and/or test

  • Ensures technical documentation and configuration baseline is complete and accurate when the aircraft are delivered

  • Researches, analyzes, and evaluates emerging C6ISR technologies for operational use

  • Develops custom identification, collection, interpretation, and evaluation methods to amplify C6ISR capabilities using advanced technologies such as Cloud, Big Data, Artificial Intelligence (AI), Machine Learning, mobility, PED, and Cyber

  • Develops, engineers, and integrates C6ISR subsystems and sensors for use in the collection, PED, and/or to support infrastructure

  • Leads engineering team and provides guidance and oversight of design, build, modification, integration, and testing.  Ensures requirements outlined in Technical Direction Letters (TDLs) are met

  • Supervises the development, review, and approval of test cases documented in the Test Plans and Conducts Test Readiness Reviews. Responsible for collecting and preparing the test data and leads the testing team in the actual test, including resolution and retest of a product and analyzes and reports the test results and defects found for progress tracking

  • Ensures full compliance with the flight ground operation procedure (FGOP)

  • Coordinates with the Program Transition Support Team and Task Leads (Key Personnel) to plan, execute, and track C6ISR Airborne Systems

  • As required, communicate with SOCPAC, and operations, maintenance, and logistics personnel

  • Coordinates with Government personnel and Agencies/Departments to ensure compliance with SOCPAC C6ISR Airborne system requirements

  • Coordinates with appropriate SOCPAC personnel to ensure the release and acceptance of all information as it complies with the appropriate engineering activities and technological progress, or other considerations

  • Leads the Airborne Engineering Team in designing and developing new products, processes, standards and plans in support of the LEIA contract

  • Responsible for budget accountability and management of the budget

  • Responsible for working with program leaders, program staff, and contracts/subcontracts officers in managing a large Cost Plus Award Fee (CPAF) contract

  • Development and presentation of Internal Program Reviews (IPRs)

  • Works with SOCPAC and supported units to identify and plan modifications to C6ISR airborne systems

  • Provides system briefings, coordinates action plans, and understands roles and missions of C6ISR Airborne systems in support of SOCPAC

  • Ensures contract-mandated performance is met and compliance with Performance Work Statement

  • Ensures standards and regulatory compliance are enforced

  • Ensures safety; provides reports and updates to Program Management Office; maintains oversight of staff and equipment; monitors and tracks systems status; assesses and mitigates risk; ensures necessary procedures are in place; assists in auditing engineering program for compliance with Government requirements

  • Manages schedule execution and provides technical guidance for on-time system delivery to the Government

  • Ensures quality of systems to include meeting overhaul and modification deadlines while satisfying Defense Contract Management Agency (DCMA) compliance

  • The C6ISR Lead Airborne System Engineer will be located in Long Beach, MS with travel to CONUS and OCONUS locations as required

WHAT SETS YOU APART (basic qualifications)

  • Bachelor's degree  or equivalent experience and a minimum of four (4) years of relevant experience or a master’s degree and two (2) years of relevant experience supervising or leading teams or projects

  • Proven civilian and/or military engineering leadership experience and knowledge, managing large teams that may be located at customer facilities, and experience providing project/program management with information that supports program execution.

  • Requires broad management and leadership knowledge to lead the C6ISR Airborne Engineering team with advanced knowledge and skills within a C6ISR Systems Engineering discipline and a broad understanding of other areas within the team

  • Should have project experience working in positions of increasing responsibility, with substantive experience in management and supervision of ISR operations.

  • A Secret security clearance is required for consideration with the ability to be granted a Top-Secret//SCI Clearance

  • Possesses ability to manage complex, strategic projects and programs that span organizational boundaries as well as select, recruit, mentor, train and promote key team members

  • Possesses strong problem-solving, organizational, and verbal/written communication skills to be able to adapt communication style to suit different audiences

  • Proficient with Microsoft Office suite (i.e., Word, PowerPoint, Excel, Project and Outlook)

  • Able to obtain a passport and willing to conduct domestic and international travel

Preferred Qualifications:

  • Experience with Microsoft Project Integrated Master Schedule (IMS)

Pay Range:

Pay Range $81,250.00 - $146,875.00
