Job Description:

Purpose:

Under nominal supervision or working independently, this position identifies, develops, and reviews business opportunities and develops, monitors, negotiates, and implements contracts. 
 

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Provides information and guidance to current and potential customers concerning proposal and/or business plan requirements, business criteria, etc.

  • Assists in development of business strategies for targeted areas.

  • Reviews and provides recommendations for new business ideas to senior management.

  • Identifies opportunities to secure advertising space throughout the terminal, parking, corporate host programs.

  • Monitors advertising and marketing income program contracts.

  • Analyzes commercial real estate market conditions and works with private developers and other interested parties in marketing unleased space.

  • Consult with and maintain database of potential tenants.

  • Develops, maintains, and analyzes concession revenues.

  • Monitors and audits advertising revenues and expenditures.

  • Negotiates contracts and agreements for use of properties and facilities.

  • Develops and maintains contract/lease management files. 

  • Reviews contracts and ensures compliance with all Local, State, and Federal laws and regulations.

  • Develops new contracts by researching; coordinating and compiling requirements; deciding and preparing effective supplemental terms and conditions; and deciding and preparing effective contractor performance measurements.

  • Performs specific tasks related to the contract process for design and construction, or concessions/real property, leases, cultural, infrastructure usage, or grant contracts.

  • Develops and assists with negotiating contracts including researching requirements, designing strategies that meet business needs, and setting rental rates.

  • Gathers revenue information; assembles spreadsheets, e.g., financial; writes reports; analyzes results; and reviews all non-legal pertinent information about prospective and current negotiations.

Minimum Qualifications:

  • Bachelor's degree in Public or Business Administration, Economics, Accounting, Finance, or related field, plus four (4) years of experience involving property contract/lease management, or property management.

  • One (1) year of experience may substitute for one (1) year of the required education with a maximum substitution of four (4) years.

Licenses and Certifications Required:

  • None.

Preferred Qualifications:

  • Experience in administering, drafting, and negotiating commercial leases for a medium or large hub airport.

  • Experience in contract compliance and administering a large portfolio of contracts.

  • Experience in Concession Management, Finance or Contract Management at a large- or medium-hub airport.

  • Experience, knowledge, and understanding of the administration and management of contracting documents and compliance.

  • Proven ability to conduct compliance reviews, audits, risk assessments, and performance evaluations of concessionaires, tenants, and service providers.

  • Ability to interpret and enforce contract terms, performance standards, and financial obligations.

  • Experience developing corrective action plans and negotiating resolution of compliance issues.


 

Notes to Candidate:

The position will analyze, develop, manage, and administer contract compliance standards for the airport within the Commercial Management Division, focusing on the Airport's Revenue Contracts. This position will work with the Airport's Commercial Management team to maintain that all airport revenue contracts are in compliance. This position will report to the Deputy Chief Officer - Commercial Development. The position will be responsible for creating policies and procedures related to contract compliance and constantly review contracts and monitor documentation from staff on all contracts. The position will become the Divisions expert user of ABRM (Airport Business Resource Manager) and will be the liaison to ensure the contract compliance system is operating and all documents are managed correctly in the system.

Aviation. Salary Range: $85,120.00 - $109,400.00 annually

Travel:

This position requires traveling to multiple sites as part of the regular job duties. A driving record verification will be conducted. If you are selected for this position and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.
